About this file

This is a Quality Assurance/Quality Control (QA/QC) Plan document prepared by Bolton & Menk, Inc. for the Iowa Department of Agriculture & Land Stewardship, Division of Soil Conservation and Water Quality, for the construction of a nutrient reduction wetland project (Site No. CAR833409A) in Carroll County, Iowa. The project encompasses construction of a wetland system to treat water from an existing ditch using a solar panel-powered pump system. Key construction tasks include soil confirmation through test pit excavation, site stripping with stormwater and sedimentation controls, core trench inspection, embankment construction to design height with occasional part-time technician oversight, installation of approximately 835 linear feet of tile inlet with initial full-time engineer or technician presence for the first 100 feet, placement of pump basin and outlet structures, and seeding of approximately 2.4 acres. The contractor must provide material certifications for all pipe, tile, geotextile, granular material, and riprap, along with approved shop drawings for structures and seed mix designs prior to placement. As-built drawings must document the location and elevation of outlet structures, pump basin, embankment features, and cross-sectional verification near the wetland center. The contract term extends from commencement within seven days of the preconstruction meeting through a construction deadline of September 1, 2027, with seeding deadlines of December 15, 2027.

No compaction testing or backfill testing is required for this project. Quality control remains the contractor's responsibility, with any non-conforming work subject to reworking based on engineer inspections. Quality assurance will be verified by the design engineer through material certifications and approved submittals. The preconstruction meeting will determine the final construction sequence, start date, and timing relative to crop harvest. Easement boundary stakes and at least three benchmarks for construction will be established by Bolton & Menk, Inc. prior to construction commencement. The estimated construction cost range is $175,000 to $275,000, with bid security of 10 percent of the bid price required and a Performance/Payment Bond of 100 percent of the contract price mandated for the successful bidder. Bids were due October 27, 2026 at 3:00 PM through the Iowa Management of Procurement and Contracts System (IMPACS), with the pre-bid meeting scheduled for October 6, 2026 at 11:00 AM at Carroll Public Library.

RE: Thrills Hills Wetland Inspection Plan Site No. CAR833409A Carroll County, Iowa

The sequence of construction will be determined with the contractor after the contract is awarded, the start date planned and whether crops have been harvested. This will be discussed at the pre-construction meeting. The easement boundary stakes and at least 3 benchmarks to be used for construction will be placed by Bolton & Menk, Inc.

Below is a list of anticipated tasks to be completed along with the amount of inspection required and the required experience level of the inspector.

• Soil Confirmation – The contractor shall excavate test pits as needed to confirm soils for borrow before beginning stripping operations. This work should be completed with the design engineer on site.

• Site stripping can occur without an inspector present. The contractor will need to implement storm water and sedimentation control measures.

• The engineer shall inspect the core trench after it has been excavated and before it is filled.

• The embankment will be constructed to the design height with the central portion consisting of good cohesive material. This work should be inspected on an occasional part-time basis and can be completed by a technician familiar with soil placement. The location and elevations of the embankment will need to be checked by a technician with survey equipment when nearing the final construction grade and before topsoil placement. No compaction testing required.

• The engineer or a technician shall be present during the installation of the first 100 feet of the tile inlet. After contractor demonstrates acceptable competence at installation of the tile in accordance with the specifications, engineer or technician will only be required on a part time basis. Contractor shall notify the engineer if unstable soils requiring bedding material are encountered. No testing is required for backfill of pipe trench.

• The location and elevation of the installation of the pump basin, outlet structure, and outlet pipe shall be verified by technician with survey equipment prior to backfilling.

• The tile inlet and outlet shall be measured with surveying equipment. The Joint connections should be observed prior to backfilling. A technician with surveying equipment should check this.

• Seed bed preparation should be checked prior to seeding. The thickness of the topsoil and seed tags shall be verified. A technician familiar with seeding should observe the start of this.

• There is no testing that needs to be completed for this project.

The as-built drawings shall include the following information:

• Location and elevation of top of outlet structure and pump basin.

• Cross section east-west near the center of the wetland to verify elevations.

• Location and elevation of top and toes of embankment, including wave berm and auxiliary spillway.

Quality control is the responsibility of the contractor, but any work deemed to not be in accordance with the plans and specifications based on inspections completed shall be reworked.

Quality assurance is the responsibility of the contractor but will be verified by the design engineer. This will be accomplished by material certifications provided for all pipe/tile, geotextile, granular material, and riprap. Shop drawings will be submitted and approved for structures and all pipes. The seed mix designs shall be submitted and approved prior to placement.
