About this file
This is a Construction Monitoring Plan prepared by Bolton & Menk, Inc. for the Iowa Department of Agriculture & Land Stewardship, Division of Soil Conservation and Water Quality, dated April 9, 2025, for a Tile Zone nutrient reduction wetland project (Site No. CER962218C) in Cerro Gordo County, Iowa. The project encompasses earthwork, concrete structure installation, tile system installation, and seeding across approximately 33,356 cubic yards of material movement, including selective clearing, excavation, and grading; installation of one inlet and one outlet concrete structure plus two concrete manholes; 3,762 linear feet of tile installation; placement of 22 tons of riprap; 1,202 square yards of turf reinforcement mat; and 10.2 acres of seeding. Construction must commence within seven days of the preconstruction meeting and be completed by June 15, 2027, with seeding deadlines of June 30, 2027 for structures and September 15, 2027 for buffers. The preconstruction meeting will establish the construction sequence, timeline, and crop harvest considerations. The plan specifies inspection requirements at various stages: tile exploration and soil confirmation with the design engineer present; engineer or technician observation during the first 100 feet of tile inlet installation; verification of concrete structure and pipe connection locations and elevations using surveying equipment prior to backfilling; measurement of tile inlet and outlet locations with surveying equipment; observation of joint connections; and pre-seeding checks of seed bed preparation, topsoil thickness, and seed tags.
The estimated construction cost range is $350,000 to $400,000. Bidders must submit a bid bond equal to ten percent of the bid amount and a performance/payment bond equal to one hundred percent of the contract price upon award. All bidders must be registered with the Iowa Department of Inspections, Appeals & Licensing, and non-Iowa corporations must provide proof of authorization to conduct business in Iowa prior to contract execution. Quality control is the contractor's responsibility, with any work not in accordance with plans and specifications subject to reworking based on inspections. Quality assurance is verified through material certifications for all pipe, tile, geotextile, granular material, and riprap; submitted and approved shop drawings for sheet pile, structures, and pipe; and submitted and approved grout and seed mix designs prior to placement. As-built drawings shall document the location and elevation of tile intercepts, outlets, pipe sizes, outlet and inlet structure tops, and a cross-section verification near the wetland center. No material testing is required for backfill operations.

RE: Boehnke Wetland Inspection Plan Site No. CER962218C Cerro Gordo County, Iowa
The sequence of construction will be determined with the contractor after the contract is awarded, the start date planned and whether crops have been harvested. This will be discussed at the pre-construction meeting. The easement boundary stakes and at least 3 benchmarks to be used for construction will be placed by Bolton & Menk, Inc.
Below is a list of anticipated tasks to be completed along with the amount of inspection required and the experience level of the inspector needed.
• Tile Exploration – The exact location and depth of some existing tile on the site have not been determined. This exploration should be done at the beginning of construction, observed by the engineer or technician with survey equipment. This information will be used by design engineer to adjust the tile outlets as needed to provide suitable outlets based on this acquired information. Tile exploration shall be completed prior to ordering structures or pipe.
• Soil Confirmation – The contractor shall excavate test pits as needed to confirm soils for wetland pool before beginning stripping operations. This work should be completed with the design engineer on site. This will likely happen in concurrence with tile exploration.
• Site stripping can occur without an inspector present. The contractor will need to implement storm water and sedimentation control measures.
• The engineer or a technician shall be present during the installation of the first 100 feet of the tile inlet. After contractor demonstrates acceptable competence at installation of the tile in accordance with the specifications, engineer or technician will only be required on a part time basis. Contractor shall notify the engineer if unstable soils requiring bedding material are encountered. No testing is required for backfill of pipe trench.
• The location and elevation of the installation of the concrete structures and pipe connections shall be verified by technician with survey equipment prior to backfilling.
• The tile inlet and outlet shall be measured with surveying equipment. The Joint connections should be observed prior to backfilling. A technician with surveying equipment should check this.
• Seed bed preparation should be checked prior to seeding. The thickness of the topsoil and seed tags shall be verified. A technician familiar with seeding should observe the start of this.
• There is no testing that needs to be completed for this project.
The as-built drawings shall include the following information:
• Location and elevation of tile intercepts and outlets, along with pipe sizes.
• Location and elevation of top of outlet structure and inlet structure.
• Cross section east-west near the center of the wetland to verify elevations.

Quality control is the responsibility of the contractor, but any work deemed to not be in accordance with the plans and specifications based on inspections completed shall be reworked.
Quality assurance is the responsibility of the contractor but will be verified by the design engineer. This will be accomplished by material certifications provided for all pipe/tile, geotextile, granular material, and riprap. Shop drawings will be submitted and approved for sheet pile, structures, and all pipe. The grout mix and seed mix designs shall be submitted and approved prior to placement.
