About this file

This is a pre-bid meeting audio file related to the City of Bradenton's request for proposals to provide Construction Manager at Risk (CMAR) services for a new Public Works & Utilities Department Complex project. The City of Bradenton, a political subdivision of Manatee County, Florida, is seeking qualified CMAR services for development of a consolidated municipal facility on a 28-acre Brownfield site located at 1706 9th Street East, Bradenton, Florida. The proposed facility will include approximately 90,000 square feet of covered office and workspace across four buildings, approximately 30,000 square feet of covered storage area, a fueling island with four pumps, two vehicle washing stations, and associated parking and green spaces. The RFQ was released on February 4, 2026, with a non-mandatory pre-proposal meeting held on February 12, 2026, at 1:30 p.m. (this audio file documents that meeting). The question submission deadline is February 19, 2026, and proposals are due March 4, 2026, at 11:03 a.m. Short-listed proposers will be notified by April 1, 2026, with contract award anticipated for April 22, 2026. The CMAR will first provide pre-construction services including value engineering, cost estimating, constructability review, and project scheduling, with an option to transition to construction phase management upon acceptance of a Guaranteed Maximum Price proposal.

The estimated construction cost is $60 million; however, the specific award value and CMAR fee percentage are not fixed and will be negotiated during the pre-construction phase. Proposers must be Florida-licensed Certified General Contractors with a minimum of two large-scale facilities and two site development projects completed in Southwest Florida within the past five years, Florida Stormwater, Erosion, and Sedimentation Control Inspector certification, and demonstrated knowledge of Florida Generic Permit requirements. Evaluation criteria emphasize the ability of professional personnel (25 percent), past performance and experience (35 percent), and project approach including management techniques and public outreach strategy (40 percent). No set-aside designations or restrictions for disadvantaged enterprises or small businesses are specified in the available procurement documents. The procurement documents do not identify any incumbent vendors or current contractors being displaced. The selected CMAR must comply with Brownfield site requirements, stormwater management regulations, and maintain appropriate insurance and bonding throughout all project phases.
