About this file

This is a pre-bid meeting audio file for the City of Bradenton, Florida's solicitation of Construction Manager at Risk (CMAR) services for a new Public Works & Utilities Department Complex project. The project involves developing a consolidated municipal facility on a City-owned 28-acre Brownfield site located at 1706 9th Street East, Bradenton, Florida, with an estimated construction cost of $60 million. The facility will include approximately 90,000 square feet of covered office and workspace across four buildings, approximately 30,000 square feet of covered storage, a fueling island with four pumps, two vehicle washing stations, parking areas, sidewalks, and green spaces. The Request for Qualifications was released on February 4, 2026, with a non-mandatory pre-proposal meeting held on February 12, 2026, at 1:30 p.m. The question submission deadline is February 19, 2026, and proposals are due by March 4, 2026, at 11:03 a.m. Short-listed proposers will be notified by April 1, 2026, with contract award anticipated for April 22, 2026. The CMAR will initially enter into a pre-construction services contract with the option to amend for construction phase services upon acceptance of a Guaranteed Maximum Price proposal.

The selected CMAR must be a Florida-licensed Certified General Contractor with demonstrated experience completing a minimum of two large-scale facilities and two site development projects in Southwest Florida within the past five years, along with Florida Stormwater, Erosion, and Sedimentation Control Inspector certification and knowledge of Florida Generic Permit requirements. Evaluation criteria emphasize the ability of professional personnel (25 percent), past performance and experience (35 percent), and project approach including management techniques and proposed timeline (40 percent). The City reserves the right to negotiate the CMAR fee percentage and other service aspects during pre-construction negotiations and retains discretion to cancel the solicitation, reject any or all proposals, or award based on sole discretion. No set-aside designations, disadvantaged enterprise restrictions, or incumbent vendors are identified in the procurement documents. The CMAR will be required to maintain appropriate insurance and bonding, comply with Brownfield site requirements and stormwater management regulations, and provide continuity of services throughout all project phases.
