SECTION 1: PERFORMANCE WORK STATEMENT

1. GENERAL.

1.1. AGENCY. DoDEA is a global organization, operating one hundred and sixty-one (161) accredited schools in nine (9) districts located in eleven (11) foreign countries, seven (7) states, and two (2) territories (Guam, and Puerto Rico) within three (3) geographic components worldwide (DoDEA Americas, DoDEA Pacific, and DoDEA Europe).

1.2. BACKGROUND. To support the education mission, DoDEA Europe provides transportation services (school buses) for DoDEA schools in Bahrain, Turkey, Italy, Spain, Germany, Belgium, The Netherlands, and United Kingdom. Transportations inherent vulnerabilities make the school buses an attractive target for terrorist exploitation. Therefore, it is necessary to provide security training to provide bus drivers and bus safety attendants with knowledge and awareness of the threat, tailored to student transportation within the DoDEA

Europe area of operation.

a. Student Transportation Services.

The DoDEA District Transportation Supervisor manages the daily student transportation operations within the specific district. The DoDEA Student Transportation Officer assigned to each community supports the DoDEA Regional Force Protection Officer with issuance of installations access passes and the execution of this contract.

(1) Daily school bus routes operate on each school day of the year, beginning in August and ending in June of the following year. The school year is approximately one-hundred seventy-five (175) days of instruction, excluding U.S. Federal holidays, staff-only service days and traditional recess holiday periods such as Christmas-New Year’s and Easter.

(2) The number of student passengers on daily routes ranges from 12 to 55. Most passengers are comprised of mixed aged students, in grades Pre-Kindergarten through grade 12.

(3) Daily routes are typically 35 to 65 minutes in duration and 15 to 30 miles (24 to 50 kilometers) in length. Many routes are in urbanized areas in medium to larger-sized cities and population centers. However, a substantial number of routes begin and end in rural areas, transiting and going through villages and towns on secondary roads.

(a) Daily routes normally make two runs: a morning in-bound to the school, and an afternoon out-bound return. Some schools may also have additional out-bound runs in late afternoon or early evening to return students who participated in after-school academic or athletic programs.

(b) Daily routes and runs operate typically between 6:00am – 8:30am and 14:00pm -

16:30pm.

(c) Specific times of individual routes and runs vary and are determined by transportation requirements that are reflected on a route schedule and route itinerary sheet.

b. Student Transportation Security Services.

School buses operate off installations and are very easy targets. The school buses may be subject to acts of violence, regardless of the motive behind the attack. As a result of the required business operations, school buses have an elevated risk due to daily commute’s fixed schedule, itinerary of routes, runs, and stops, and use of vehicles that are easily identified as "school buses."

(1) Inherent vulnerabilities make school buses an attractive target for terrorist exploitation. They offer a high concentration of personnel within a confined space, easily accessible for an attack with minimum force to produce mass casualties. The consequence of an attack on a school bus would provoke public fear and outrage that will, in turn, drive governments to take extraordinary protective countermeasures at major expense and so achieve the fundamental terrorist objective of intimidation.

(2) Therefore, training the safety attendants and bus drivers to identify and assess risk to student security during daily transportation to and from school and home and establish structure and procedures to respond to and manage en-route security emergencies when they occur is paramount.

(3) The DoDEA Regional Force Protection Officer is the contract officer representative for this performance work statement. The DoDEA Regional Force Protection Officer reports to the DoDEA Chief of Force Protection. The DoDEA Regional Force Protection Officer receives assistance and support from the DoDEA District Force Protection Officers.

c. DoDEA Buses. DoDEA Europe does not own vehicles used for student transportation.

Personnel used to support student transportation i.e., bus drivers and safety attendants are contract personnel. Vehicles used by DoDEA Europe’s contractors for daily commute student transportation are European-style models. DoDEA Europe’s daily student transportation operations are managed by U.S. Government employees assigned to DoDEA transportation offices located on U.S. military installations.

1.3. SCOPE OF WORK. This security training performance work statement supports the student transportation services at the Contract Line Item Number (CLIN) locations. The purpose of the security training is to provide bus drivers and bus safety attendants with knowledge and awareness of the basic antiterrorism and crime practices and techniques, tailored to student transportation, prior to the beginning of the school year.

2. OBJECTIVES.

2.1. CLINS. The contract contains two (2) CLINs:

a. CLIN X001AA – Italy Security Training (16 training sessions).

b. CLIN X001AB – Spain Security Training (3 training sessions)

2.2. SUPPORTING TASKS. The contractor shall:

a. Task 1 – Principal Representative. Within three (3) business days after contract award:

(1) Subtask 1. Appoint a primary and alternate program/contract manager, hereafter referred to as the Principal Representative to oversee the contractor implementation of this performance work statement.

(2) Subtask 2. Provide the Contracting Officer and DoDEA Regional Force Protection

Officers the Principal Representative name, phone numbers, home addresses, and email addresses.

b. Task 2 – Personnel. Within five (5) business days after contract award:

(1) Subtask 1. In accordance with Annex A of this PWS, recruit, screen, vet, hire, train, document, and equip local site supervisors, training instructors, and necessary support personnel, meeting the suitability and qualification requirements as outlined in Annex A. Maintain the most current background checks of all persons employed under this performance work statement.

(2) Subtask 2. In accordance with Annex A of this PWS provide an employment list of all persons employed under this performance work statement. The employment list will include the individuals’ names, positions, duty location, telephone number, home address, and email addresses.

(3) Subtask 3. In accordance with Annex A of this PWS certify in writing the employees selected for a position in support of this this performance work statement and listed on the employment list were screened, vetted, and met or exceeds minimum all qualifications, requirements, and standards.

c. Task 3 – Requests and Notification. Within six (6) hours:

(1) Subtask 1. In accordance with Annex A, Para A2. e of this PWS, from request, provide screening, vetting, background checks, and other records as necessary to the DoDEA

Regional Force Protection Officer.

(2) Subtask 2. In accordance with Annex A of this PWS, notify the DoDEA Regional

Force Protection Officer of any employee under this contract arrested or charged with any offense that could result in license or certification suspension or revocation.

d. Task 4 – Installation Access Requests. Submit U.S. military installation pass, hereafter referred to as “installation passes” in this performance work statement, access requests and all required information to support the contractual obligations at each community.

e. Task 5 – Training Material Draft. Within five (5) business days after contract award, develop training curricula, tests, and supporting material and provide a draft to the DoDEA

Regional Force Protection Officer. Reference Annex B (Training Requirements) for additional performance standards.

(1) Subtask 1. Training curricular, tests, and supporting material includes:

(a) Training curricula, i.e., presentation.

(b) Syllabus and topical lesson plans that reflect primary points of instruction.

(c) End-of-course written test, grading standard, and supporting material.

(2) Subtask 2. Make any necessary changes required by the DoDEA Regional Force

Protection Officer prior to the final draft suspense or first training sessions, whichever comes first.

f. Task 6 – Training Material Final Draft. Within fourteen (14) calendar days prior to the first training session, provide the training curricula, tests, attendance records and supporting material final draft in English to the DoDEA Regional Force Protection Officer. Reference

Annex B (Training Requirements) for additional performance standards.

g. Task 7 – Coordinate and Schedule Training. Schedule bus driver and bus safety attendants training. Reference Annex B (Training Requirements) for additional performance standards.

(1) Subtask 1. In accordance with Annex B of this PWS, coordinate training attendance with the DoDEA Student Transportation Officer at the CLIN locations.

(2) Subtask 2. The Principal Representative will notify the DoDEA Regional Force

Protection Officer once training has been scheduled.

h. Task 8 – Conduct Training. Once training material is approved and prior to the start of the school year, conduct security training for all the bus drivers and bus safety at the CLIN locations in the host nation language. Reference Annex B (Training Requirements) for additional performance standards.

i. Task 9 – Training Quality and Control.

(1) Subtask 1. Require the Principal Representative to attend the first security training sessions of the base year.

(2) Subtask 2. Conduct quality control, using an active and passive measures, meaning that the contractor exerts hands-on oversight and supervision of the training sessions and training presentation that not only ensures compliance, but also anticipates and corrects problems before they manifest themselves into deficiencies.

j. Task 10 – Findings and Analysis. Within five (5) business days of a security training course, submit a report to the DoDEA Regional Force Protection Officer and Student

Transportation Officer, assessing the effectiveness of the training. The report will include:

(1) Date and place of training.

(2) Course name.

(3) Number of bus drivers and number of bus safety attendants trained.

(4) The contractor’s assessment of effectiveness, including written test results, and findings and analysis of the measurement tools used to assess the effectiveness of the training.

(5) Training sign-in sheets.

3. CONSTRAINTS.

3.1. SECURITY. Installation access under different force protection conditions for contractor personnel. Installation access requirements may change without notice based on various threat-based scenarios as determined by the installation commander. The COR, in concert with the

DoDEA-District Force Protection Officer, will advise the contractor of any noted access changes.

3.2. PERSONNEL. Contractor Personnel must meet the requirements set forth in this PWS.

Reference Annex A (Personnel Requirements) for specific requirements.

3.3. GOVERNMENT-FURNISHED RESOURCE. Limited resources are provided by the

U.S. Government.

a. The U.S. Government will provide installation passes to the contractors working under this contract requiring access to U.S. military installations. The contractor will comply with all installation access policies for each specific installation. Refer to Annex A for installation pass requirements.

(1) Installation passes are controlled U.S. Government property, and at end of term of any employee, contract, or routine pass expiration, must be accounted, and returned to the U.S.

Government through an identified DoDEA representative, such as the DoDEA student transportation office.

(2) U.S. military authorities establish the process for issuing installation passes. The requirements, procedures, and processing time vary considerably. The contractor shall apply for installation passes at the earliest possible time.

(3) Installation passes are not issued to Principal Representatives. Local officials can sign-in Principal Representatives and other non-defined management personnel when the occasion arises.

b. Upon contract award, the DoDEA Contracting Officer will furnish the Contractor with the

DoDEA Regional Force Protection Officer, DoDEA District Transportation Supervisor, DoDEA

Student Transportation Officers, and the DoDEA Europe District Force Protection Officer names and contact information. The contract information will include names, phone numbers, home address, and email addresses.

c. The DoDEA Regional Force Protection Officer will provide a training sign-in sheet template.

d. Upon request, the DoDEA Regional Force Protection Officer may provide DoDEA

Administrative Instructions.

e. No other Government- furnished property is provisioned under the anticipated contract(s).

Only items considered to be incidental to the place of performance (e.g., office space, items, etc.)

may or may not be provisioned, subject to technical proposals(s) awarded.

3.4. DELIVERABLES.

a. Timely deliverables are important to the success of the contract. Timely is defined as the deliverables being received by all parties by the due date referenced in the Deliverables

Schedule. For e-mail deliverable submissions, the date received is the date the deliverable is e-mailed by the Contractor to the recipient(s).

b. The subject line of all deliverable emails will begin with the deliverable number being fulfilled. For example, “Deliverable 1: Identify Governments Program and Contract Manager.”

c. Refer to Annex C for the Deliverables Chart.

4. PERFORMANCE REQUIREMENT SUMMARY.

a. All requirements and objectives identified above must be fulfilled 100% of the time to meet the needs of these Security Training services.

b. The PRS Table below provides a crosswalk summary of the objectives with the performance standards, Acceptable Quality Levels, and planned method of surveillance by the

Government.

c. Table 1 is an estimate for the number of training sessions, based on the number of bus drivers and bus safety attendants’ security training by CLIN location. Training sessions shall accommodate fifteen (15) personnel per session. Composition of training group (i.e. bus driver to bus safety attendant ratio) is irrelevant and determined through close collaboration between the contractor and student transportation office. If additional training courses are necessary, above those stated in the task order, the increase will be implemented through bi-lateral modification of the task order prior to the start of work and in accordance with the contract’s pricing schedule.

d. Contractor performance of all objective and task standards in accordance with these PWS requirements are subject to the contracting officer representative’s inspection and final acceptance.

(1) For unsatisfactory or incomplete services, a Contract Discrepancy Report will be issued.

(2) The Contract Discrepancy Report will explain the circumstances and findings concerning the incomplete or unsatisfactory service. The Contract Discrepancy Report will cite each discrepancy by PWS task/objective, requirement, or performance measure/requirement.

The contracting officer or representative will issue the contractor a Contract Discrepancy Report within a reasonable amount of time of the discrepant event. A reasonable amount of time is approximately two (2) business days. The contractor shall provide a written response to the

Contract Discrepancy Report and return the document to contracting officer within two (2) business days after receipt. The contracting officer will render a final decision after receipt of the Contract Discrepancy Report from the contractor. The contracting officer will issue the completed Contract Discrepancy Report to the Contractor. Contract Discrepancy Report procedures may change as directed by the Contracting Officer.

(3) The Contracting Officer Final Determinations may result in additional monetary or other considerations for nonconforming services not otherwise acceptable the terms and conditions of the contract.

5. QUALITY ASSURANCE SURVEILLANCE PLAN. The quality assurance surveillance plan is a U.S. Government living document that details the plan to monitor the contractor’s performance on the most critical performance objectives and deliverables under the anticipated contract(s). The U.S. Government’s quality assurance surveillance plan may be provided to the awarded contractor(s) upon request after contract award and can (unilaterally) change during the life of the resultant contract(s).

6. ACRONYMS & DEFINITIONS.

Contract Line Item Number (CLIN). The basic structural element in a procurement instrument that describes and organizes the required product or service for pricing, delivery, inspection, acceptance, invoicing, and payment. The use of the term “line item” includes

“sub-contract line number,” or ‘Service Line Item Number’ (SLIN) as applicable.

Contract Discrepancy Report. The U.S. Government’s formal process, normally tied into the

U.S. Government’s quality assurance surveillance plan (reference definition below), that notifies the contractor of and tracks any observed quality or performance discrepancy between the contractor’s performance and the performance objectives of this performance work statement. Contract Discrepancy Reports are formally written and tracked on any number of official documents (e.g., Department of Defense Form 1772, Department of Army Form 5479, etc.), and require timely responses from both the contractor and U.S. Government personnel to resolve.

Contracting Officer. Only individual with expressed authority to obligate (bind) the U.S.

Government by means of entering, administering, and terminating contracts within the limits of authority delegated via a Contracting Officer’s warrant.

Contracting Officer’s Representative. Qualified and trained U.S. Government employee, nominated by the requiring activity and appointed in writing by a Contracting Officer primarily to perform specific technical or administrative functions on a specific contract(s);

serves as the ‘eyes and ears’ of a Contracting Officer to assure the U.S. Governments best interests are protected via the terms and conditions of the contract(s) appointed. Contracting

Officer’s Representative do not have authority to obligate (i.e., bind) the U.S. Government.

Contract Specialist. Contracting career field professionals without the authority (i.e. not warranted) to enter into contracts on behalf the U.S. Government.

District Force Protection Officer. The principal advisor to the DoDEA district on all matters concerning Force Protection.

District Transportation Supervisor. An employee within DoDEA who possesses supervisory authority over a given area of responsibility for student transportation operations.

Performance Requirements Summary. A tabular listing of performance objectives and standards that provides the basis for a meaningful quality assurance surveillance plan.

Performance Work Statement. A statement of work for performance-based acquisitions that describes the required results in clear, specific, and objective terms with measurable outcomes.

Quality Assurance Surveillance Plan. A plan used by the Government to inspect and evaluate

Contractor- provided services.

Regional Force Protection Officer. The principal advisor on all matters concerning Force

Protection throughout that region's area of responsibility.

Requiring Activity (or Agency). That office, agency, or activity that has the mission requirement for an interagency acquisition.

Student Transportation Office. An office within DoDEA with program execution authority over an area of responsibility for student transportation within a school community.

Task Order. An order for services placed against an established Indefinite Delivery

Indefinite Quantity procurement instrument; each Task Order is a stand-alone contract, ordered and administered according to the terms and conditions of the (parent) contract.

U.S. Government. The representational government of the American people, as established and provided by The Constitution of the United States of America.

ANNEX A: PERSONNEL QUALIFICATION REQUIREMENTS

A-1. PERSONNEL FUNCTIONS. There are four key functions (can be performed by one person at discretion of the contractor) associated with this performance work statement.

Principal representative, local site supervision, training instruction, and non-specific or undefined support functions.

a. The Principal Representative is the primary contract manager(s), serving as the awarded contractor’s principal interface with the U.S. Government on all contractual, operational, and programmatic matters for the anticipated contract(s). The Principal Representative:

(1) Is responsible for the performance of the work at each CLIN location.

(2) Has full authority to act on behalf of the contractor on all contractual, operational, and programmatic matters in support of the performance work statement.

(3) May be considered “managers” for the purposes of this performance work statement.

(4) Shall be contactable during the regular business hours Monday through Friday.

(5) Shall attend the first Baseline Security Training sessions of the base and any elected option year.

(6) Monitor the contractors’ activities and tasks, and coordinate with the Contracting

Officer, DoDEA Regional and District Force Protection Officers, and DoDEA Student

Transportation Officers.

b. The Training Instructor is the individual presenting, leading, or teaching the training to the bus drivers and bus safety attendants.

c. If the function is necessary, the Local Site Supervisor is a local representative and reports to the Principal Representative. The Local Site Supervisor:

(1) May supervise the Training Instructor and any necessary support personnel to fulfill the requirements in this performance work statement.

(2) Depending upon the contractor’s organizational structure, could be the same person and as the Principal Representative or Training Instructor.

d. Non-Specific or undefined support functions include personnel, hired by the contractor, directly involved in the delivery of training, and may be present during the delivery of the training, but not presenting or teaching the lesson.

A-2. PERSONNEL QUALIFICATION REQUIREMENTS. The following contractor suitability qualifications apply to the Principal Representative, Local Site Supervisor, Training

Instructor, and any support personnel not specifically identified by position title. The contractor shall select the highest caliber personnel from the pool of those deemed suitable through screening and vetting. The Contractor shall not waive or grant exception to the personnel qualifications, requirements, and standards and meet all qualifications, requirements, and standards without exception. Refer to the DoDEA Regional Force Protection Officer for questions, guidance, and if necessary, resolution.

a. Citizenship. Host nation citizens are preferred for the Local Site Supervisor and Training

Instructor positions. They bring native knowledge and experience in host nation culture, customs, geography, environment, government, business structures, and language skills that directly enhance the facilitation of the training. Third-country nationals may serve as the Local

Site Supervisor or Training Instructors, providing they comply with host nation employment laws.

b. Education and Health. Training Instructors and Local Site Supervisors will have a U.S.

high school diploma or its host nation equivalent.

(1) Training Instructions and Local Site Supervisors will not use of illegal drugs in the country of residence, abuse controlled substances, alcohol abuse, or have a physical or psychological limitation that would preclude full performance of duties.

(2) The contractor shall ensure that Training Instructors are qualified and experienced in instructional methods and techniques; subject-matter knowledgeable by reason of training and experience.

(3) All contractors performing duties under this contract shall possess current, valid professional certifications and licenses, based upon their duties, in accordance with host nation, Federal, and state laws as required.

c. Employment and Criminal History. Contractors employed under this contract shall have a stable work history.

(1) If previously served in a military service, whether active duty, reserve, or guard, the individual must have a U.S. honorable discharge or its host nation equivalent.

(2) The contractor will not have a record of criminal arrests or convictions, or indications or involvement in criminal activities. This includes a background of or indications of crimes of violence, such as assault, battery, child abuse, domestic abuse, homicide, rape, larceny, robbery, theft, pedophilia, child pornography, alcohol abuse, or drunk driving, distribution, possession, or use of any illegal drugs are excluded from this program.

(3) In addition, the contractor will not have history of, nor be involved in or affiliation with persons, groups or organizations engaged in terrorism, anti-U.S. or anti-host nation intelligence activities, violent anti-U.S., or anti-host nation political activities.

d. Language. The contractors (management, site supervisor, instructor, and any support personnel) must be able to read, speak, and write in the host nation language and English. Full

capability in the official host nation language is essential to effectively ensure communication with school bus drivers and bus safety attendants.

e. Vetting and Background Investigation. The contractor will screen and vet applicants for Local Site Supervisors, Training Instructors, and other personnel directly involved in the training using the following protocols:

(1) Personal interviews, independent interviews of past and current employment, character references, and testing as necessary to substantiate claimed capabilities (i.e., language skills).

(2) Examination of submitted, (e.g., citizenship, education, military service, and certification of first aid training). When examining documents submitted as proof, the contractor shall ensure that each document is authentic, having been issued by competent authority, and bearing such proofs as printed serial numbers, official stamps, signatures, and logos as may be found only on legitimate documents.

(3) Background investigation to identify unfavorable or disqualifying information from military service, employment, or criminal and security records. The method of conducting background investigation is at the discretion of the contractor, but it will directly address the areas of interest specified.

(4) The Contractor shall engage in checks of host nation police and law enforcement criminal records to substantiate the life-long absence of arrests, convictions, or other indications of involvement in criminal or seditious activities. The contractor shall ensure that the scope of the check extends to include both local and national- level files and records.

A-3. INSTALLATION PASSES. The contractor shall coordinate with the applicable DoDEA student transportation office for the local requirements and procedures to obtain installation passes for contractor personnel.

(1) Contractors working under this contract may retain installation passes over the annual summer operations hiatus to facilitate performance of contracted services.

(2) In the event DoDEA Europe does not exercise an annual contract option or decides to terminate the contract for any reason, the Principal Representative will ensure contract related installation passes are returned to the identified DoDEA representative(s) on or before the end-date of the option or contract termination date. DoDEA would determine the appropriate representatives and provide contact information to the contractor, on or before the end-date of the option or contract termination date.

(3) If a contractor associated with this contract is terminated, resigns, or retires, the

Principal Representative and Local Site Supervisor will collect the employee’s installation pass for turn-in to the applicable DoDEA student transportation office within twenty-four (24) hours.

(4) Contractors associated with this contract will report expired, damaged, or lost installation access passes to the DoDEA Regional or District Force Protection Officer immediately following discovery of expiration, damage, or loss.

(5) The DoDEA Regional or District Force Protection Officers and DoDEA Student

Transportation Officer will act as the sponsoring agency for acquisition of installation access passes for contractor personnel as needed.

(6) The DoDEA Student Transportation Officer will inform the issuing installation and facilitate acquisition of replacement passes, if necessary. When deemed necessary, the DoDEA

Regional or District Force Protection Officer will assist contractor management personnel in the acquisition of installation passes.

ANNEX B: TRAINING REQUIREMENTS

B-1. INTENDED AUDIENCE. The training course under this performance work statement for bus drivers and bus safety attendants at the CLIN locations, in host nation language, prior to the beginning of the school year. Each training session will accommodate fifteen (15) trainees.

a. In addition to the bus drivers and bus safety attendants, the Bus Company Principal

Representatives shall attend the first Baseline Security Training sessions of the base and any elected option year.

b. The Bus Company Principal Representatives shall train bus drivers and bus safety attendants, hired after the beginning of the school year, who could not attend the security training conducted before the start of the school year. The newly hired bus drivers and bus safety attendants will attend the following year’s DoDEA contracted security training. Attendance will be tracked on the training attendance rosters submitted after the training sessions are completed.

B-2. DELIVERY LOCATIONS. The delivery location under this performance work statement will be at the CLIN locations, or a location coordinated between DoDEA transportation and the security training contractor in-person training only, no virtual training authorized. Usually, with prior coordination with the student transportation office, training is held at a DoDEA school or at the bus contractor facilities.

B-3. COURSE OF INSTRUCTION. The course of instruction is a Baseline Security Training course.

a. Training Length. The security training course shall be at least three (3.00) but not more than four (4.00) total instructional hours.

b. Coordination and Scheduling. The contractor is responsible for coordinating with the

District Student Transportation Officer and scheduling the security training no less than 30 days out from school start. Each student transportation office represents a training site. The Principal

Representative will determine the contractor who will coordinate and schedule the training.

c. Testing and Evaluation. Upon completion of each training session, the contractor shall test bus drivers and bus safety attendants, using a written test with a pass or fail grading standard to evaluate comprehension and assimilation of the training.

(1) If necessary, the contractor shall conduct remedial training of those who fail to achieve a passing grade on the end-of-course written test, followed by a re-test to determine whether the driver or attendant understands the material in question.

(2) The contractor shall apply internal measurement tools to assess training effectiveness, comprehension in both subject-matter content and instructional delivery.

ANNEX B: TRAINING REQUIREMENTS 16

B-4. TRAINING CONTENT. The Baseline Security Training course shall include:

a. Introduction to Terrorism. This will include the history of terrorism against U.S. and host nation interests; existence, history and capabilities of trans- and sub-national terrorist groups that currently target U.S. and host nation interests; and the current threat to U.S. and host nation interests.

b. An overview of Crimes Against Children. The objective is to provide the fundamentals of crimes specifically against children.

c. Vehicle Inspection. This training teaches methods and techniques to conduct vehicle inspections. This includes “how to/what to look for,” indicators of surreptitious entry and vehicle tampering. In addition, this includes action taken if an indicator of surreptitious entry, tampering, or a suspicious item or object is detected.

d. Surveillance Detection and Attack Recognition. Presents fundamental surveillance techniques, detection of surveillance “what to look for,” and the indicators of a terrorist or criminal attack that is about to happen. The objective is to teach the modus operandi and tactics terrorists or criminals may use in the surveillance phase of planning an attack on school buses in motion and school bus stops.

e. Incident Reporting. This will include how to report incidents and generate written reports, such as identifying and articulating observed, unevaluated details of security incidents, situations, and emergency responses (the who, what, when and where). The DoDEA Regional or

District Force Protection Officer will provide the DoDEA Logistics performance work statement reporting requirements.

f. Security Emergency Response. This includes necessary actions to take during an emergency. In addition, this will include:

(1) A basic introduction to the DoDEA Standard Response Protocol (SRP) to make bus driver and bus safety attendants aware of what to expect when arriving at the schools during an actual emergency event (i.e., Lockdown, secure, etc.) and what the bus driver and bus monitor must do in such situations. The COR will provide the Contractor with the SRP information after the contract is awarded.

(2) Roles, responsibilities, and contact procedures of local host nation first responders

(fire-rescue, emergency medical and police).

(3) Training on when to direct student passengers to take cover inside the bus by assuming protective positions; how and when to evacuate the bus, necessary action to take when intruders and other unauthorized persons attempt to board bus.

(4) Knowledge of route safe-haven locations and the applicability to emergency response. This includes the importance and purpose of bus route safe havens. For clarity, a safe haven is defined as a place that will generally afford at least fifteen minutes of cover or

concealment until first responders arrive. The concept is to seek cover or concealment by taking shelter in a public place among other people who are present and may deter the threat of attack.

g. Protection of Information. This includes the concept of operations security and why protection of sensitive information is always a paramount responsibility of the bus drivers and bus safety attendants, both on and off-duty. Explains the scope of the information it covers:

(1) DoDEA Europe’s student transportation program, including routes, runs, schedules, and stops, route sheets, and student passenger lists.

(2) Responsibilities and duties of bus drivers and bus safety attendants; student personal information and responding to inquiries for information.
