Project Drawings and Engineering Specifications for Parrott Creek Culvert Replacement
This document is a comprehensive set of engineering drawings and specifications for the Parrott Creek Culvert Replacement project (Project No. 25PW15), a public works initiative undertaken by the City of Roseburg, Oregon in Douglas County. The project involves the replacement of existing culverts at four locations along Parrott Creek—Eddy Street, Kane Street, Giles Street, and Ichabod Street—with new 14-foot-wide precast concrete three-sided box culverts ranging from 6 to 7 feet tall. The scope of work includes removal of existing corrugated metal pipe culverts, installation of new culverts with precast footings and wingwalls, reconstruction of sanitary and storm sewer systems, water line modifications, roadway repaving with dense-grade asphalt concrete, installation of Ultrablock retaining walls with chainlink fencing, erosion control measures including matting with compost blankets and permanent seeding, and stream restoration with engineered streambed material. The project site encompasses multiple residential street right-of-ways with associated utility coordination, temporary water management requirements, and in-water work restricted to the July 1 to September 15 window. The drawing set includes existing conditions and demolition plans, general construction details, wall layouts, erosion control and planting plans, and standard detail sheets for storm sewer infrastructure and structure specifications.
The engineering drawings reference the 2024 Edition of the Standard Specifications for Construction prepared by the Oregon Department of Transportation and the American Public Works Association Oregon Chapter as the governing standard specifications. Trench backfill specifications include Class B material (3/4" to 1" crushed rock) within street right-of-ways and parking lots, with Class A suitable excavated material specified elsewhere. Compaction testing is required on all mainline trenches, subgrade, and base rock materials at a minimum of three tests per lift, with additional testing required when quantities exceed 2,000 tons per lift. Concrete specifications require 4,000 PSI strength with fibermesh or rebar for driveways and 3,300 PSI for sidewalks within public right-of-way. The project includes multiple storm filtration basins with Contech stormfilter units featuring 27-inch cartridges, and requires installation of insulated copper toning wire in all trenches. Contractor responsibilities include utility notification through One-Call at least 48 hours prior to construction, pre-construction conferencing with the City and interested parties, survey monument replacement, mail box relocation and reinstallation, and comprehensive erosion control implementation including Type 3 inlet protection, sediment barriers, and construction entrances. The project authorization expires December 31, 2026, with the design dated March 24, 2026.
