About this file

This is an addendum to the contract documents for Project 25PW15, the Parrott Creek Culvert Replacement project issued by the City of Roseburg Public Works Department and prepared by i.e. Engineering, Inc. The addendum, issued on April 9, 2026, modifies the original contract documents for the culvert replacement work along Parrott Creek in southeast Roseburg, Oregon. The primary modifications include changes to Section 01010.03 regarding water quality structures, with a new Table 01010-1 specifying Contech Stormfilter catch basins with two 27-inch ZPG filters for five drainage facilities located at Eddy Street (two locations), Kane Street, Giles Street, and Ichabod Street. Plan sheets C8, C12, and C16 have been modified to update catch inverts and to require contractor coordination with Avista for temporary relocation of existing gas lines. The bid submittal deadline remains unchanged at 2:00 p.m. on April 14, 2026, with no modifications to the project bid tabs or overall project scope.

The addendum provides six clarifications regarding contract requirements: no restrained joints are required for the waterline; ADS-N12 storm sewer pipe is acceptable; federal funding through FEMA is anticipated with mandatory compliance to the Build America/Buy America Act (BABAA) requiring domestic materials; and the contractor must coordinate with Avista for temporary gas line removal and reinstallation, with Avista responsible for capping and cutting the existing gas line while the contractor coordinates reinstatement during backfill operations following culvert installation. These modifications and clarifications supersede conflicting provisions in the original contract documents while maintaining all other terms and conditions in full force and effect.
