About this file

This is a Bid Opening Results document for the City of Roseburg Public Works Department's Project 25PW15, concerning the replacement of culverts along Parrott Creek in southeast Roseburg, Oregon. The project involves replacing four existing 72-inch diameter corrugated metal pipe culverts with precast reinforced concrete three-sided box culverts at four locations along Eddy Street, Kane Street, Giles Street, and Ichabod Street. The scope of work includes removal of existing culverts, installation of new structures with precast footings and wingwalls, reconstruction of sanitary and storm sewer systems, water line modifications, roadway repaving with dense-grade asphalt concrete, installation of Ultrablock retaining walls with chainlink fencing, erosion control measures including matting with compost blankets and permanent seeding, and stream restoration with engineered streambed material. The base bid encompasses approximately 80 feet of 14-foot span by 7-foot rise culvert, 65 feet of 14-foot span by 6-foot rise culvert, 500 feet of 12-inch storm sewer pipe, 3,000 cubic yards of excavation, and 2,250 square feet of concrete block mechanically stabilized earth retaining wall. Sealed bids were due by 2:00 p.m. on Tuesday, April 14, 2026, with public opening immediately thereafter, and contract completion is required by November 1, 2026, with liquidated damages assessed at $500 per day for failure to meet the deadline.

Contractors must be licensed with the Oregon Construction Contractors Board and pre-qualified at least ten days prior to bid opening, must submit a bid bond equal to 10 percent of the total bid amount, and must maintain commercial general liability insurance with a combined single limit of not less than $2,000,000 per occurrence and $4,000,000 aggregate. A $30,000 Public Works Bond with the Construction Contractors Board is required prior to beginning work unless the contractor qualifies as a disadvantaged, minority, women, disabled veteran, or emerging small business enterprise certified under ORS 200.055, in which case the bonding requirement may be waived. The project is subject to prevailing wage requirements under Oregon Revised Statutes and potentially federal Davis-Bacon Act requirements, with contractors required to pay the higher of applicable state or federal prevailing rates. The geotechnical investigation identified moderately expansive clayey soils requiring specialized site preparation and fill placement procedures, seismic design category D classification, and high flooding risk necessitating comprehensive dewatering measures during wet-season construction. In-water work is restricted to the July 1 to September 15 window to protect fish and aquatic organisms. The project design references the 2024 Edition of the Standard Specifications for Construction prepared by the Oregon Department of Transportation and the American Public Works Association Oregon Chapter. The City of Roseburg is responsible for obtaining rights-of-way permits and easements, while contractors must obtain all other necessary permits and licenses at their own expense.
