About this file
This document is a California Department of General Services, Procurement Division Bidder Declaration form (GSPD-05-105) with Solicitation Number 25FS0032. The form is designed for prime bidders to provide detailed information about their business certifications, subcontractor involvement, and compliance with state procurement requirements. The form requires bidders to disclose their California certifications (such as Microbusiness, Small Business, Nonprofit Veteran Service Agency, or Disabled Veteran Business Enterprise), indicate whether subcontractors will be used, and provide comprehensive details about any subcontractors' roles, certifications, and percentage of work.
The form emphasizes several key compliance elements, including the requirement that certified bidders must provide a "commercially useful function" as defined by specific California legal codes. Bidders must verify subcontractors are in good standing, possess valid licenses and certifications, and meet specific ownership and operational criteria, particularly for Disabled Veteran Business Enterprises (DVBE). The declaration requires detailed documentation of subcontractor information, including contact details, address, certification status, work performed, corresponding bid price percentage, and verification of good standing. The form is structured to ensure transparency, promote diverse business participation, and maintain rigorous standards for state contract bidding.
