About this file

This is a Supplemental Information Letter No. 1 issued by the City of Salem Finance Department Contracts & Procurement Division in response to bidder questions for Bid No. 256097, which solicits long-distance biosolids cake hauling services to Columbia Ridge Landfill. The City projects between 4,000 and 12,000 wet tons annually requiring service five days per week, with hauling expected to commence in March 2026 or upon issuance of the Notice to Proceed. The bid closing date is January 7, 2026, at 11:00 a.m. local time. The contract will run through June 30, 2027, with four potential one-year renewal periods contingent on satisfactory performance and City approval. Trucks must be covered, leak-proof, and watertight, capable of transporting a minimum of 100 wet tons per day with a minimum load of 25 wet tons per shipment, traveling approximately 200 miles from the Willow Lake Water Pollution Control Facility in Keizer to the Columbia Ridge Landfill near Arlington in Gilliam County.

Key operational requirements clarified in the supplemental letter include that City personnel will operate the loader and fill trucks as directed by the driver, and that all biosolids hauling will be performed by the contractor's equipment with no City participation. In the event of rejected loads at the landfill, loads must be returned to the Willow Lake plant for unloading at a City-designated location. Hauling operations will be suspended during inclement weather on I-84 when conditions impede safe travel, with the contractor responsible for notifying the City of adverse conditions. The City reserves the right not to compensate contractors for additional costs resulting from road conditions or alternative routing. The successful bidder will be selected as the lowest responsive bidder based on unit price per wet ton and must demonstrate past performance of similar services completed within the last five years.
