About this file

This document is a System Requirements Checklist (Attachment C) issued by the School Board of Seminole County, Florida, the 13th largest school district in Florida serving over 59,000 students, as part of a Request for Information (RFI) soliciting vendors for a Comprehensive Student Support and Assessment Delivery, Management, and Analytics System. The RFI, issued on March 16, 2026, seeks an integrated platform capable of supporting student-level through district-level analysis and decision-making across 37 elementary schools, 12 middle schools, nine high schools, and six special centers. The system must deliver early warning indicators for at-risk students, multilingual attendance tracking and communications, discipline reporting capabilities, Multi-Tiered Systems of Support (MTSS) and Response to Intervention (RtI) functionality with intervention planning and data tracking, assessment authoring with support for QTI file imports and vendor-created question banks aligned to Florida BEST Standards, both paper-based and online assessment delivery with lockdown browser compatibility, and comprehensive reporting and analytics across multiple assessment types including FAST, EOCs, WIDA Access, iReady, and national assessments. The technology infrastructure must support single sign-on, multi-factor authentication, data encryption, daily Student Information System integration (such as Skyward), and accommodate approximately 35,000 concurrent test takers across 38 assessments without performance degradation. Written questions were due by March 25, 2026 at 5:00 PM EST, proposal submissions were due by April 9, 2026 at 10:00 AM EST, and system demonstrations were scheduled for April 22-23, 2026.

The checklist requires vendors to complete a detailed System Requirements Checklist identifying whether their proposed system meets each requirement with responses of Yes, No, or Partial, and to cite the page numbers in their submission where each requirement is referenced. Required qualifications include active registration with the Florida Department of State Division of Corporations, demonstration of Florida implementation experience with other school districts, detailed information about setup timelines and training models, cyber liability insurance coverage of $1,000,000 per claim and $1,000,000 annual aggregate, and compliance with Florida background screening requirements. Vendors must provide comprehensive pricing information identifying variables, methodologies, and additional costs associated with system configuration, training, ongoing support, regulatory enhancements required by future changes, and customization requests. No incumbent vendor is specified, as this RFI represents preliminary market research intended to inform future procurement decisions and establish benchmarks for potential direct negotiations with selected vendors. The district intends to review responses through a stakeholder committee representing multiple departments before making a recommendation to the Superintendent and Deputy Superintendent regarding continuation with the current 2011-era solution or direction for future negotiations with qualified vendors.
