About this file

This file is Attachment C: Table of Requirements from a Request for Information (RFI) issued by a Florida school district seeking a Comprehensive Student Support and Assessment Delivery, Management, and Analytics System. The RFI outlines thirteen major requirement categories that qualified vendors must address in their submissions. The system must provide early warning indicators for at-risk students, student attendance tracking with multilingual communications, discipline reporting capabilities, and Multi-Tiered Systems of Support (MTSS) and Response to Intervention (RtI) functionality including intervention planning and data tracking. The assessment builder component must support QTI file imports, district-owned item banks, vendor-created question banks aligned to Florida BEST Standards, and comprehensive test construction features with accessibility accommodations. The system must support both paper-based testing with export capabilities and online assessment delivery compatible with lockdown browsers, multiple devices, and extensive student tools.

The system must generate numerous assessment reports and analytics, including student profiles, achievement indicators, Florida accountability calculations, and longitudinal analyses across multiple assessment types such as FAST, EOCs, WIDA Access, iReady, and national assessments. The technology infrastructure must support single sign-on, multi-factor authentication, data encryption, daily SIS integration (such as Skyward), and accommodate approximately 35,000 concurrent test takers across 38 assessments without performance degradation. Vendors must demonstrate Florida implementation experience, provide detailed information about setup timelines, training models, and customer service response times, and submit comprehensive pricing information including configuration, ongoing support, system enhancements required by regulatory changes, and customization costs. The RFI requires vendors to identify all Florida school districts currently using their system and comparable out-of-state districts with implementation dates.
