About this file

This is Addendum No. 1 to a Request for Information (RFI) issued by the School Board of Seminole County, Florida, dated March 30, 2026, for a Comprehensive Student Support & Assessment Delivery, Management, and Analytics System. The solicitation seeks one integrated vendor to provide a complete system supporting student-level through district-level analysis and decision-making across the district's 37 elementary schools, 12 middle schools, nine high schools, and six special centers serving over 59,000 students. The system must deliver early warning indicators for at-risk students, multilingual attendance tracking, discipline reporting, Multi-Tiered Systems of Support (MTSS) and Response to Intervention (RtI) functionality, assessment authoring with support for QTI file imports and Florida BEST Standards alignment, both paper-based and online assessment delivery with lockdown browser compatibility, and comprehensive reporting and analytics including student profiles, achievement indicators, and longitudinal analyses. The system must accommodate approximately 35,000 concurrent test takers across 38 assessments without performance degradation and support single sign-on, multi-factor authentication, and daily integration with the Student Information System (Skyward). The RFI due date is April 9, 2026 at 10:00 AM EST, with target system demonstrations scheduled for April 20-23, 2026. The addendum clarifies that the review committee will recommend either continuation with the current solution (EdInsight) or direct negotiations with selected vendors pursuant to Florida Administrative Code 6A-1.012(14), with no specific vendors or cooperative contracts pre-selected for consideration.

The district has budgeted funding for this project but does not require pricing information or quotes in RFI responses, nor are proof of insurance, completed service agreements, or full Appendix E submissions required at submission; only proposed exceptions to draft documents are requested. The current system being replaced is EdInsight, which has been in use since approximately 2011. Vendor responses must address migration of both assessment content and student intervention data records from the existing platform, demonstrate Florida implementation experience with active registration to the Florida Department of State Division of Corporations, provide cyber liability insurance coverage of $1,000,000 per claim and $1,000,000 annual aggregate, and comply with Florida background screening requirements. The district utilizes a combination of Windows PCs, laptops, Chromebooks, iPads, and desktop computers, with approximately 4,000 active staff accounts requiring system access. All components of the requested system are mandatory with no phased or partial fulfillment options available, and work is expected to begin immediately after contract award to ensure system usability during the 2026-27 school year.

B. RESPONSES TO QUESTIONS RECEIVED BY WEDNESDAY, MARCH 25 AT 5:00 PM

Q1. Are you considering contracting with different partners on different aspects of the work, or have you determined that you need an all-in-one vendor?

A1. SCPS seeks one firm to provide the entire system/solution.

Q2. Do you anticipate awarding off of this RFI, or do you plan to go to RFP afterwards?

A2. Per the solicitation document, “The review committee will make a recommendation to the Superintendent and Deputy Superintendent to either continue with the current solution or enter into direct negotiations with vendor(s) pursuant to Rule 6A-1.012(14), Florida Administrative Code.”

Q3. Is SCPS leaning toward piggybacking an existing Florida contract or direct negotiation with a preferred vendor?

A3. Per the solicitation document, “The review committee will make a recommendation to the Superintendent and Deputy Superintendent to either continue with the current solution or enter into direct negotiations with vendor(s) pursuant to Rule 6A-1.012(14), Florida Administrative Code.”

Q4. If piggybacking, are there specific cooperative contracts or vendors already under consideration?

A4. See response to Question 3, and no specific vendors are already under consideration.

Q5. Will stakeholder feedback from demonstrations be formally scored or advisory?

A5. Stakeholders who participate in any demonstration will provide unscored feedback.

Q6. Is SCPS targeting a single go-live date or a phased transition (e.g., assessments first, MTSS later)?

A6. The expectation is that work will begin immediately after contract award and approval so that the system is usable during 2026-27. Please include any scope/timeline/project management considerations in the submission.

Q7. Does SCPS have an estimated user count for the system?

A7. There are approximately 4,000 active staff accounts. The system should be able to handle 24,000 concurrent student testers without adverse impact to processing time for reports.

Q8. Is our Proof of Insurance required with the submission, or only upon award?

A8. This document is not required at time of submission but may be requested at a later date.

Q9. Is a completed Appendix E required with our response? Or are only exceptions / redlines expected?

A9. No, a completed Appendix E (Draft Service Agreement and Draft DSPA) is not required at time of submission. Only proposed exceptions to these documents need to be included at submission.

Q10. What system(s) are currently being used to provide data analytics and assessment delivery outlined in this RFI?

A10. The district’s current system for these requirements is EdInsight.

Q11. Do you plan to migrate content from your current platform?

A11. Yes, both the district’s assessment content and student intervention data records will need to be migrated.

Q12. Is there a budget for this project? If so, what is the budget?

A12. Yes, funding is budgeted. The amount budgeted is not needed to respond to the RFI, nor is a price quote requested with submission.

Q13. Does the district employ a PLC model for creation of assessments, planning, and delivery?

A13. Yes, some assessments are constructed in PLCs.

Q14. Does the district prefer virtual or onsite professional development opportunities?

A14. Both models have been used depending on the specific needs, goals, timelines, and stakeholders. Effective professional development that empowers end users is more important to the district than delivery model.

Q15. How will SCPS prioritize instructional usability vs. district-level analytics when evaluating solutions?

A15. Both perspectives are important because the system will be used by a variety of stakeholders including classroom teachers, school administrators, district instructional support personnel, and district leadership.

Q16. Are there any “must-win” requirements versus areas where SCPS is open to phased or partial fulfillment?

A16. All components of the system are needed. Please include any scope/timeline/project management considerations in the submission.

Q17. What devices are used within the district that would be utilized by teachers, staff, and students to build, deliver, and take an assessment and view data?

A17. The district utilizes a combination of Windows PCs and laptops, Chromebooks, iPads, and desktop computers to build, deliver, take, and review assessments for teachers, staff, and students.

Q18. In addition to data use and dashboarding inside the chosen system, will warehoused data be used to build third party dashboards (PowerBI, etc.)?

A18. Yes

Q19. Can you please distinguish between 8-a - an Articulation Student Profile Report and 8-b - an Achievement & Risk Indicator Report - including the contents of each and how/why they are used?

A19. The Articulation Student Profile Report (8-a) provides forward-looking student information, including academic performance and placement needs, to help schools plan course scheduling and support for students transitioning to their school for the next school year. The Achievement & Risk Indicator Report (8-b) focuses on current-year student data, showing academic achievement, progress, and risk indicators to inform instructional decisions and identify students needing interventions during the active school year.

Q20. For item 8-d, which references Attendance, Misconduct, and Grade-Level reports, is this referring to grade level summary reports for attendance and misconduct? If not, could you please clarify the specific functionality or reporting expectations this item is intended to address?

A20. Yes, as well as detailed student-specific reporting that can be used for truancy monitoring and intervention planning.

Q21. What is the district looking for in paper-based testing, scoring of these tests, and transferring the data to a system?

A21. The district is looking for a paper-based testing solution that supports scoring and transferring data into the chosen system, while also providing the ability to meet student accommodations, such as large print or other paper-based formats.
