About this file

This document is a Request for Quotation (RFQ) issued by the Capitol Region Council of Governments (CRCOG) for a Regional Stormwater Authority Feasibility Study. The study aims to assess the feasibility of establishing a stormwater utility, which would provide a dedicated funding source for stormwater infrastructure management in the region. The RFQ is open to all vendors, with a start date of September 12, 2024, and an end date of October 7, 2024. A vendor Q&A period is scheduled from September 12 to September 23, 2024.

The RFQ describes the current challenge faced by municipalities in the region, which lack a consistent funding source for stormwater management projects despite increasing need and mandates to improve water quality. The study will explore the potential for a stormwater utility, which has been implemented in over 2,000 communities across the country, including two in Connecticut (New Britain and New London). If found feasible, a stormwater utility would allow for a dedicated source of income to finance and maintain stormwater infrastructure for a subset or subsets of CRCOG towns.

Who can respond to this bid? : All Vendors Description: Municipalities in the region generally lack a consistent funding source to implement stormwater management projects, despite increasing need and mandates to improve water quality. In 2021, the State enacted legislation allowing Connecticut municipalities to create a "Stormwater Utility" (stormwater authority). A stormwater utility establishes a fee structure to attribute the costs of managing stormwater infrastructure more fairly to individual properties connected to a municipal system. There are over 2,000 stormwater utilities around the country, and, thus far, only two in Connecticut (New Britain and New London). If a stormwater utility is feasible for a subset or subsets of CRCOG towns, it would allow for a dedicated source of income to help finance and maintain stormwater infrastructure.
