About this file
This document is a Request for Quotation (RFQ) from the Capitol Region Council of Governments (CRCOG) for a Regional Stormwater Authority Feasibility Study. The study aims to assess the feasibility of creating a "Stormwater Utility" (stormwater authority) for a subset or subsets of CRCOG towns in Connecticut. The study will explore the potential for a dedicated funding source to help finance and maintain stormwater infrastructure, as municipalities currently lack consistent funding for stormwater management projects. The RFQ has a start date of September 12, 2024, and an end date of October 7, 2024, with a vendor question and answer period from September 12 to September 23, 2024.
The RFQ is open to all vendors, and the estimated total value is not provided. The study is a response to recent state legislation in Connecticut allowing municipalities to create stormwater utilities, with only two such utilities currently in existence in the state. If a stormwater utility is deemed feasible, it would allow for a more equitable fee structure to attribute the costs of managing stormwater infrastructure to individual properties connected to the municipal system.

Who can respond to this bid? : All Vendors Description: Municipalities in the region generally lack a consistent funding source to implement stormwater management projects, despite increasing need and mandates to improve water quality. In 2021, the State enacted legislation allowing Connecticut municipalities to create a "Stormwater Utility" (stormwater authority). A stormwater utility establishes a fee structure to attribute the costs of managing stormwater infrastructure more fairly to individual properties connected to a municipal system. There are over 2,000 stormwater utilities around the country, and, thus far, only two in Connecticut (New Britain and New London). If a stormwater utility is feasible for a subset or subsets of CRCOG towns, it would allow for a dedicated source of income to help finance and maintain stormwater infrastructure.
