About this file
This document is a Request for Quotation (RFQ) for a Regional Stormwater Authority Feasibility Study issued by the Capitol Region Council of Governments (CRCOG) in Connecticut. The study aims to assess the feasibility of establishing a stormwater utility, which would provide a dedicated funding source for stormwater infrastructure projects in the region. The RFQ outlines the timeline for the project, with a start date of September 12, 2024 and an end date of October 7, 2024. Vendors are invited to submit questions during the Q&A period from September 12 to September 23, 2024.
The document describes the current challenge faced by municipalities in the region, which lack a consistent funding source for stormwater management despite increasing need and mandates to improve water quality. The study seeks to determine if a stormwater utility, which establishes a fee structure to attribute the costs of managing stormwater infrastructure to individual properties, is a feasible solution for a subset or subsets of the CRCOG towns. The document notes that while there are over 2,000 stormwater utilities across the country, only two currently exist in Connecticut (New Britain and New London).

Who can respond to this bid? : All Vendors Description: Municipalities in the region generally lack a consistent funding source to implement stormwater management projects, despite increasing need and mandates to improve water quality. In 2021, the State enacted legislation allowing Connecticut municipalities to create a "Stormwater Utility" (stormwater authority). A stormwater utility establishes a fee structure to attribute the costs of managing stormwater infrastructure more fairly to individual properties connected to a municipal system. There are over 2,000 stormwater utilities around the country, and, thus far, only two in Connecticut (New Britain and New London). If a stormwater utility is feasible for a subset or subsets of CRCOG towns, it would allow for a dedicated source of income to help finance and maintain stormwater infrastructure.
