About this file
The document is a Request for Quotation (RFQ) issued by the Capitol Region Council of Governments (CRCOG) for a Regional Stormwater Authority Feasibility Study. The study aims to assess the feasibility of establishing a "Stormwater Utility" (stormwater authority) for a subset or subsets of CRCOG towns in Connecticut. The RFQ has a start date of September 12, 2024, and an end date of October 07, 2024, with a vendor Q&A period from September 12 to September 23, 2024. The study is intended to determine if a stormwater utility would provide a dedicated source of income to help finance and maintain stormwater infrastructure in the region, as municipalities currently lack a consistent funding source for such projects despite increasing needs and mandates.
The document does not specify any pricing terms, set asides, or funding requirements. However, it notes that there are over 2,000 stormwater utilities around the country, and only two currently exist in Connecticut (New Britain and New London), suggesting that the establishment of a regional stormwater authority could be a novel approach for the area.

Who can respond to this bid? : All Vendors Description: Municipalities in the region generally lack a consistent funding source to implement stormwater management projects, despite increasing need and mandates to improve water quality. In 2021, the State enacted legislation allowing Connecticut municipalities to create a "Stormwater Utility" (stormwater authority). A stormwater utility establishes a fee structure to attribute the costs of managing stormwater infrastructure more fairly to individual properties connected to a municipal system. There are over 2,000 stormwater utilities around the country, and, thus far, only two in Connecticut (New Britain and New London). If a stormwater utility is feasible for a subset or subsets of CRCOG towns, it would allow for a dedicated source of income to help finance and maintain stormwater infrastructure.
