About this file

This is a Q&A document for an RFI regarding the installation of a Fiber Optic Transmitting System (FOTS) in Newark, NJ. The document addresses four key questions about the project requirements: 1) P&P bonds are required, 2) The fiber specification is 24 strand single mode from OCC, which will be government furnished and looped in hand holes ready to pull, 3) Site access requires Port security escort with timing dependent on Port security protocols, and 4) No watcher/flagger is required and those costs should not be included in the bid.

The associated federal contract opportunity (solicitation #25-19006839) is a small business set-aside under NAICS 238210 with an estimated value between $100,000-$250,000. The work involves installing two new duct bank sections for FOTS, including ground penetrating radar, cable location, utility marking, and installation of 2-4" concrete encased PVC conduit with three 1-1/4" inner ducts. Quotes are due February 27, 2025, by 5:00 PM CT, with site visits requested by February 13 and questions due by February 20. The project duration is estimated at 30 days from notice to proceed, and the contractor must perform at least 51% of the work.
