About this file

This Addendum #1 document, prepared by MD Engineering, LLP, addresses clarifications and corrections to the contract specifications for the Collin County Adult Detention Facility (CCADF) Lower B Generator Replacement project (MD Project #251780). The addendum resolves four critical technical questions submitted during the bidding phase, issued on December 11, 2025, prior to the December 18, 2025 bid deadline. Key clarifications include: ATS-C specifications as 400-amp 3-phase with switching neutral and ATS-LBA as 400-amp 3-phase with non-switching neutral; correction of the generator output breaker from 1000 amps to 1600 amps with kirk-key interlock as shown on the one-line diagram; omission of the temporary heating requirement from General HVAC Note 1; and confirmation that the generator utilizes radiator cooling rather than air cooling. These corrections ensure bidders have accurate technical specifications for preparing proposals and performing the mechanical and electrical installation work required for the generator replacement.

The addendum emphasizes the importance of on-site inspection and verification of existing conditions, directing contractors to obtain comprehensive information regarding existing facilities, materials, wiring methods, fire-rated wall penetrations, supporting devices, and panelboards through site visits, measurements, photographs, and surveys. Contractors must verify existing conditions and note any discrepancies requiring work to achieve code compliance for the detention facility occupancy, ensuring that all corrections identified in this addendum are incorporated into final bid submissions and construction documentation.

ADDENDUM #1

PROJECT TITLE: Collin County ADF Lower B Generator

MD PROJECT #: 251780

DATE: December 11, 2025

QUESTIONS

Question 1 - We could not locate the size of the ATS’s. Please provide the size for ATS-LBA and ATS-C.

Response:

ATS C – 400 amp 3 phase with switching neutral ATS LBA – 400 amp 3 phase with non switching neutral

Question 2 - Per E.01 the generator output breaker is 1000 AMPS, however the existing emergency distribution panel is 2000 AMPS. It would appear the generator output breaker is undersized. Please confirm this is correct?

Response: The Generator output breaker shall be a 1600-amp breaker, as shown on the one line complete with kirk-key interlock. The 1000 amp generator output breaker shown in the "Generator Specification for Lower B" is in error.

Question 3 - Sheet M0.0 calls for temp heating or cooling as needed to climatize the building. Please confirm this is not required for this project.

Response: Omit the requirement for temporary heat from General HVAC Note 1

Question 4: It is our assumption that the generator is radiator cooled and not air cooled. Please confirm this is correct?

RESPONSE: I believe this is correct. Refer to the specifications:

“SITE INSPECTION

A. The Contract Documents do not propose to show all existing systems material or equipment. Obtain information related to existing facilities from existing documents, measurements, notations, photographs, surveys and other observations at the site.

B. Visit the project site and verify the existing materials, conditions, wiring methods, penetrations through fire rated walls, supporting devices and panelboards. Inspect panelboard interiors, etc. Note any existing conditions which require work to bring the project into code compliance for the occupancy under construction.”

Sincerely, MD Engineering, LLP
