About this file
Addendum 1 is a supplemental document for RFQ 250342, issued by the Massachusetts Military Division for the installation of traffic gates at Camp Edwards, specifically on Turpentine Road. The addendum addresses five key questions from a site visit, providing clarifications on gate support post specifications, receiver post dimensions, spoils removal, traffic management, and hinge types. Notable changes include requiring a minimum 4" galvanized steel gate support post for Gate #1 with a retractable support, and permitting box hinges instead of sealed hinges.
The procurement falls under the Small Business Purchasing Program (SBPP), which provides preference to Massachusetts small businesses with fewer than 50 employees and gross revenues under $15 million. Contractors must obtain security clearance, provide a 5% bid bond, and a 50% payment bond, and comply with Davis-Bacon and Massachusetts Department of Labor Standards wage rates. The project requires electronic bid submission via COMMBUYS by March 5, 2025, with award notification expected March 7 and a contract start date of March 10. Bidders must demonstrate 5 years of similar gate installation experience and ensure workers complete a 10-hour OSHA-approved construction safety course, with payment structured as a Fee For Service via Electronic Funds Transfer.
