About this file
Summary
This is a Questions and Answers (Q&A) document for federal contract opportunity WWYK250172, addressing the replacement of interior walls of the Iszard Pool House (Building B5730) at Tinker Air Force Base, Oklahoma under a Design-Bid-Build delivery method. The project involves constructing new metal privacy fence with shadow box configuration, extending the pool deck, relocating a storage shed, upgrading electrical components, and performing associated site work. The work must be completed during the pool's off-season between October 26 and May 27.
Key technical requirements include: installation of new HSS 4"x4" steel posts using two different foundation details (Detail 1/S-501 for earth embedment and Detail 2/S-501 for concrete pad anchoring); extension of the pool deck by 1'-6" in specified areas; use of manufacturer-standard post spacing rather than the 8'-0" design spacing shown; removal and relocation of an existing storage building with contractor responsibility for damage repairs; retention of existing post foundations and CMU wall footings; and patch and repair of existing brick veneer. The contractor must utilize the 35% design documents provided without requiring additional working drawings, verify field conditions and spot elevations, perform necessary abatement of asbestos and lead-based paint identified in provided reports, and comply with a 30-year manufacturer warranty and 2-year installer warranty on materials. No phasing is required, and the Government will provide as-builts and utility information on a contractor CD.

1. Please define the working documents required to be produced by the Contractor.
Response: No working documents required, use 35% design provided.-LL
2. Please define the level of working documents required to be produced by the Contractor.
Response: Refer #1. -LL
3. Is it the Government’s intent to require the Contractor to construct the project based off unsigned and sealed construction drawings at the 35% level?
Response: That is correct. -DBS
4. Please provide coordinated drawings between the interaction of detail 1/S501 & 6/S501?
Response: Detail 6/S-501 occurs between posts foundations. Provide joint around posts foundations. -LL
5. Please confirm the limits of pool deck expansion, per detail 1/S-501 is the South and West sides of the pool deck at the wading pool location & the North side of the Pool Deck, only. See clouded areas.
Response: Detail also applies to the SE of the pool deck and the N, East, and South walls of pump yard. Use post foundation shown in 1/S-501 for fence not near pool deck. Posts on pool deck use 2/S-501.-LL
12. If required to remove the concrete foundations of the 4x4 metal posts please provide as-built information pertaining to the foundation details.
Response: No As-built information available.-LL
13. Keynote 17, A-101, states to replace splash blocks at west downspouts (B5730) and provide drainage away from downspout at 1/12 slope for 10’ minimum.
Please advise if it will be acceptable to only grade the area at the 2 most North downspouts/splash blocks up to the sidewalk (leading to North Drive. To remain) referenced in keynote 8, A-101?
Response: Yes. It is acceptable to grade area up to the existing sidewalk. -tmd
14. Please provide grading plan, existing and new proposed.

16. Keynote 11, E-101 states to provide new J-Boxes with blank covers, weatherproof rated, and finished to match the existing fence. Please confirm the Gov’t design intent is for the Contractor to paint the subject J-boxes and cover plates to match the pre-finished metal privacy fence.
Response:Yes.
17. Is there Government required phasing for the subject project?
Response: No phasing is required for this effort. -DBS
18. Please advise if the steel plate is required per Keynote 21 A-102 & Keynote 17 S- Response: Field verify existing plate thickness and replace if not ½”.-LL
19. Drawing E-101, Keynote 5 says to provide and install new pole lights in the same location locations as existing. During the site visit we noticed that the existing anchor bolts were rusted to the point where they can’t be reused. Would it be acceptable to cut off the existing bolts, shift each pole base 2-3”, drill new anchors, and set them with epoxy?
Response: New epoxy anchors will not be acceptable for this condition. If required, anchors can be cut down and new threaded rods can be welded to good anchor material.-LL
20. During the site visit we could not get into the panel room by the pump yard to verify breaker types and quantities. Can you provide us with pictures of panel
5731-PML-1?
Response: Refer photo, below.
21. Referring to S-101, it appears this work commences at the NE corner of the women’s locker room and proceeds east through the angle at the NE corner of the deck and terminates at the existing sidewalk. It then appears to pick up at the SW corner of the Pump Yard, running south to the SE corner by the gazebo, then west and all the way around to the SW corner of the men’s locker room. Is that correct?
Response: Refer to excerpt for new fence extents. -LL
22. This may be means and methods, but our assessment is that the new fence posts will go in, then the 18” deck extension will be poured around the new posts. Are we correct in that assessment?
Response: That is correct. The new posts will be set in the new footing and the deck extensions will be poured around the post foundations. -LL
23. Should the reinforcing steel at the CMU footings be cut flush with the top of footing, or left exposed for future use?
Response: Cut the reinforcing and seal pocket with epoxy. -LL
24. Are the existing wood fence posts to remain in place as-is, or should they be cut to a specific height?
Response: Cut flush to footing and remove. Foundations to remain. -LL
25. Is the metal building structure at the northeast corner to remain, or is it to be demolished (including any associated slab and foundation) Response: Shed to be relocated, refer note 10/S-101.-LL
26. At the pump yard area, are fence posts to be core drilled into a concrete pad, or will this be an earth area for standard post installation?
Response: Refer to excerpt below. Yellow to be installed on the concrete pad (2/S5-01). Remainder will be the typical post footing detail (1/S-501). -LL
27. Please confirm whether there is simply an opening between the north and south pump yard areas, or if a gate is required. No gate is currently indicated on the plans.
Response: No gate is required. -LL There is simply an opening between the north and south pump yard area. - tmd
28. At the wading pool area, are fence posts to be core drilled into a concrete pad, or will this be an earth area for standard post installation?
Response: Use standard new post footing detail for this area (1/S-501). -LL
29. The structural plan sheet S101 indicates both fence post embedment in earth (Detail 1) and plated posts anchored to a concrete surface (Detail 2).
Response: That is correct. When the posts are next to exposed earth use 1/S-
501. When posts are surrounded by concrete deck on all sides use 2/S-501.-LL
30. Please confirm which areas are to receive each fence post application, or if one installation method is to be used consistently throughout the project.
Response: Refer to excerpt below. Yellow to be installed on the concrete pad (2/S5-01). Remainder will be the typical post footing detail (1/S-501).-LL
20. During the site visit we could not get into the panel room by the pump yard to verify breaker types and quantities. Can you provide us with pictures of panel 5731-PNL-1. Refer photo below.
WWYK250172 – REPLACE INTERIOR WALLS OF ISZARD POOL HOUSE -B5730
31. The POST EMBEDMENT SCHEDULE on Sheet S-101 lacks clarity. Please Clarify which post are First Interior Post, Second Interior Post, and Field Post?
Response: First interior posts are the closest to the corner posts. Second interior posts are the posts after the first interior posts. Field Posts are the remaining posts.
-LL
32. Based on the 35% Drawings the Post Locations appear to be 5’-0” on center. Is it the intent of these drawings to be accurate or do we use the fence manufacturer’s post spacings?
Response: Posts were designed as 8’-0” spacing but use the manufacturer’s post spacing. -LL
33. Detail 2/S-501, This indicates the HSS 4” x 4” Column (Post) are to be Anchored to the existing 4” Paving. Does this apply to all post to be installed around the pump yard?
Response: This applies to the posts between the pump yard and pool deck (west wall) and the posts separating the pump yard into two spaces. Detail 1/S-501 will apply to the other posts at the pump yard perimeter. -LL
34. Do the post mount indicated on 2/S-501 on top on the surface of the existing concrete where the original 6” CMU Walls are being removed?
Response: No, detail 1/S-501 should be used. Existing CMU wall footing to remain and the pool deck will be extended out. -LL
35. What field preparation or finishes of the existing concrete is anticipated to the areas where the existing 6” CMU Walls are removed?
Response: Cut reinforcing below concrete, grind the concrete surface level, and seal the reinforcing pocket with epoxy. -LL
36. Where the wood privacy fence is indicated to be removed – Are there existing concrete footings/foundations, which will require removal also?
Response: Existing footings remain. -LL
37. Should the contractor anticipate the use of hydro-excavation for the new 18” diameter piers, since the existing utilities are indicated and shown in such close proximity?
Response: That is means and methods, the utilities should be protected. Hydro excavation is mostly preferred on base. -LL
38. Note 12 Sheet S-101 directs the contractor to re-use the existing gates and attach to new fence post. Are the existing gates mounted on the existing sides of Building 5731?
Response: The existing gates with keynote 12 are attached to plates mounted to the existing CMU fence or electrical room walls. -LL
39. What is the size of the pad for the relocated storage building? (Not indicated on CIVIL)
Response: Pad should be 5” thick (2/C-101) with 6’-0”x10’-0” footprint (to match fence extents on S-101). -LL
40. The existing storage shed which is to be relocated appears to be a site constructed structure that does not have an existing floor or skid foundation. Is it the contractor’s responsibility to move the existing shed and make any repairs to damage, which could possibly occur because of the relocation?
Response: Yes, contractor to make any repairs incurred during relocation. -LL
41. Based on the location of the new shadow box fence, it can be anticipated that the new fence will be located at least 15” away from the existing CMU fence. Will the pool deck extension stop at the same location or should it extend to at least the exterior face of the pier? (This is approximately an additional 9”).
Response: Pool deck extension is shown as 1’-6” on 6/S-501. -LL
