About this file
This Scope of Work document is associated with a Request for Quotes (RFQ) issued by the Orange County Transportation Authority (OCTA) for annual safety inspections and certification of aerial lift equipment. OCTA seeks a qualified contractor to perform inspections and certifications in accordance with ASTM/ANSI standards on a variety of equipment including scissor lifts, boom lifts, LPI lifts, man lifts, and platform lift trucks. The equipment inventory consists of 14 total units: five Genie GS-2332 scissor lifts (ranging from 2004 to 2015), one Genie GS-2646 scissor lift (2007), one JLG Boom Lift E400AJP (2009), one F450 Dura Lift Boom Truck (2002), and four LPI Lifts LP-1410-S (2004). All inspections will be conducted at the OCTA Santa Ana Maintenance Base located at 4301 West MacArthur Boulevard, Santa Ana, California. The deadline for written questions is September 18, 2026, with responses issued by addendum no later than September 25, 2026.
The total contract budget is $12,000 for a two-year term on a lump sum basis. Inspections must be performed by a minimum SNT-TC-1A Level II certified technician and must include visual, operational, acoustic emission, load testing, hydraulic fluid analysis, and dielectric testing in accordance with specified ANSI standards. Detailed inspection requirements are established for scissor lifts, vehicle-mounted equipment, aerial lifts, and LPI lifts, encompassing safety devices, structural components, controls, hydraulic systems, and load-bearing capacity verification. The award will be made to the lowest responsive and responsible firm, and firms must certify compliance with Ukraine/Russia-related economic sanctions and applicable Equal Employment Opportunity Laws and Regulations.
