About this file
Amendment 2 to Request for Proposal (RFP) 250000001001 is issued by the Michigan Department of Technology, Management and Budget (DTMB) Procurement for Gasoline and Diesel Fuel Delivery Service. The amendment modifies Section 4.3 regarding Base and Mark-Up Pricing for fuel procurement, specifically for the Lower Peninsula, and updates references to a Schedule B Price Worksheet.
The pricing methodology will be based on the Oil Price Information Service (OPIS) Daily Contract Benchmark File Report, with base prices determined weekly for different grades of gasoline, diesel fuel, and other fuels used by the State of Michigan. The Mark-Up Price will include transportation, handling costs, overhead, dye for off-road fuel, inspection fees, and profit, with no additional normal delivery costs accepted beyond applicable taxes and fees. The state reserves the right to re-negotiate base pricing using average rack rates from terminals reported in the OPIS daily benchmark report, and contract payments after September 30th of any fiscal year are subject to appropriation availability.
