About this file

This document is a Schedule B - Pricing document for Request for Proposal (RFP) No. 250000001001 issued by the state of Michigan for Gasoline and Diesel Fuel Delivery Service. The RFP solicits pricing proposals for fuel delivery services across multiple regions, with specific provisions for vendors bidding on Upper Peninsula locations. Contractors are required to submit a comprehensive pricing schedule in a modifiable format, detailing all potential costs including one-time charges, fees, and ancillary expenses.

The pricing document outlines critical pricing parameters, including the requirement for contractors to provide independent pricing and the state's right to add or delete gas and diesel types and delivery locations. For Upper Peninsula regions, bidders have flexibility in selecting base price terminal rack rates from multiple locations including Cheboygan (MI), Bay City (MI), Chippewa Falls (WI), Superior (WI), Green Bay (WI), and Junction City (WI). The proposal emphasizes firm mark-up pricing for the initial contract term and allows for emergency delivery fees when minimum order quantities are not met. Contractors are encouraged to offer quick payment terms, with potential discounts for expedited invoice processing.

SCHEDULE B - PRICING

Request for Proposal No. 250000001001 Gasoline and Diesel Fuel Delivery Service

1. The Contractor must provide a pricing schedule for the proposed Contract Activities using the provided Schedule B – Pricing excel worksheet. The pricing schedule should be submitted in a modifiable format (e.g. Microsoft Word or Excel); however, you may also submit an additional pricing schedule in a non-modifiable format (e.g., PDF). Failure to complete the pricing schedule as requested may result in disqualification of your proposal.

2. Price proposals must include all costs, including but not limited to, any one-time or set-up charges, fees, and potential costs that Contractor may charge the State (e.g., shipping and handling, per piece pricing, and palletizing).

3. The Contractor is encouraged to offer quick payment terms. The number of days must not include processing time for payment to be received by the Contractor's financial institution.

Quick payment terms: % discount off invoice if paid within days after receipt of invoice.

4. The State reserves the right to add/delete gas and diesel types and locations.

5. By submitting its proposal, the Contractor certifies that the prices were arrived at independently, and without consultation, communication, or agreement with any other Contractor.

6. Quotes requested are bound to the terms and conditions of this contract. Any additional terms and conditions added to quotes will not be honored unless mutually agreed. Bidder’s full catalog of commodities and services may be added.

7. Due to locations in the Upper Peninsula of Michigan being so isolated, and delivery locations remote, for those vendors bidding on the Upper Peninsula Regions, bidders have the option of choosing which terminal rack rate that they want their Base Price to be associated with.

Base Price Terminal Rack Rate

Cheboygan – Michigan

Bay City – Michigan

Chippewa Falls – Wisconsin

8. Bidder’s proposed Mark-Up Price will be firm for the initial term of the contract.

9. The Bidder may apply the emergency delivery fee, plus a mark-up price for the fuel type ordered, whenever the required delivery does not meet minimum order quantities.
