About this file
This is an Equal Business Opportunity (EBO) Determination form issued by the City of Tampa's Office of Equal Business Opportunity for contract 25-P-00344, Diesel & CNG Engine Repair, under the purview of the Department of Logistics and Asset Management's Fleet Maintenance Division. The contract seeks qualified vendors to provide comprehensive repair services for light, medium, and heavy trucks (Class 2-8), construction equipment, and industrial engines from model years 1985 to present. Vendors must supply all necessary parts and labor, maintain appropriate service bays, employ ASE or manufacturer-certified technicians, and provide a 365-day labor warranty. The procurement is structured as a competitive, multi-award bid process with a pre-bid meeting scheduled for October 20, 2025, and bid opening on November 6, 2025. The contract term extends for three years with potential renewal options for two additional one-year periods. The estimated contract amount is $1,800,000.00, with an effective determination date of August 6, 2025.
The EBO determination establishes significant preferences for underutilized and disadvantaged business enterprises. A 5% bid discount has been approved for certified Small Local Business Enterprises (SLBEs), not to exceed $10,000, and for Underutilized Women and Minority Business Enterprises (U-WMBEs), not to exceed $20,000. U-WMBE preference is designated for Black-Owned, Asian-Owned, and Native American-Owned firms. The initial contact list includes three SLBE vendors: ADEAS-Q, K & A Construction Services Inc, and SAT Industrial Supplies & Solutions LLC. The procurement allows for utilization by other Hillsborough County Government Purchasing Council members. The evaluation criteria will include shop labor hourly rates, emergency/after-hours rates, parts markup percentages, and transportation costs. The determination was reviewed and approved by Committee Chair Jose A. Valdez on August 6, 2025.
