About this file

This is a project manual and technical specifications document for the renovations of the Brooklyn Senior Center located at 69 South Main Street, Brooklyn, Connecticut 06234. The project is being undertaken by the Town of Brooklyn, with design services provided by Silver Petrucelli + Associates, Inc. The document comprises Volume 2 of 2 of the project specifications and was issued for bid on October 16, 2026. The scope of work encompasses comprehensive renovations including hazardous materials abatement (asbestos, lead-based paint, and PCB remediation), selective demolition, concrete restoration, structural steel framing, roofing systems, exterior and interior finings, mechanical systems (HVAC), plumbing, electrical work, signage, and accessibility improvements. Sealed bids are due November 5, 2026, at 1:00 p.m. at the Brooklyn First Selectman's Office, with all bids received on time to be opened and read aloud. The successful bidder must provide 100% Performance and Payment Bonds and maintain minimum insurance coverage as required by the Connecticut Department of Housing. Addendum 1 was issued on October 19, 2026.

The technical specifications detail extensive requirements for materials, installation methods, and quality standards across all building trades and systems. Key specifications include resilient flooring systems (sheet flooring, vinyl composition tile, and athletic flooring), resinous flooring with a minimum 3/16-inch thickness, interior and exterior painting with low-VOC requirements (maximum 150 g/L for non-flat paints and 50 g/L for flat paints), accessibility-compliant signage with raised letters and Braille, and public-use washroom accessories including stainless-steel grab bars, mirrors, dispensers, and sanitary fixtures. Specifications require two coats of leveling underlayment in all spaces, heat-welded seamless seams for sheet flooring, and adherence to ASTM standards for moisture testing and substrate preparation. Contractor maintenance materials must be provided in percentages ranging from 5 percent for paint to 10 linear feet per 500 linear feet for resilient products. Manufacturer warranties vary from one to fifteen years depending on the component, with the resinous flooring installer providing a ten-year workmanship warranty from the date of Substantial Completion.
