About this file
This is a sole source procurement request letter from Jackson State University (JSU) to the Mississippi Department of Finance and Administration dated February 11, 2025, seeking approval to purchase The Research Systems, a biomedical device. The request is based on JSU's previous successful research using the same brand of advanced hardware and sophisticated software, with plans to build upon their earlier findings to explore new dimensions and gather deeper insights using the same equipment.
The procurement process followed the required procedures outlined in the Procurement Manual, including market research, checking State contract availability, publishing an advertisement and Request for Information (RFIN) on the State's Procurement Portal and JSU's website. No objections or responses were received from any parties, leading JSU to conclude this is the only item meeting their specifications for research and instruction purposes. No specific pricing information or funding details are included in the letter.

JACKSON
STATE
UNIVERVTY'
February 11, 2025
Mr. Danny Lynch Director of Purchasing, Travel, and Fleet Management Department of Finance and Administration 501 North West Street Jackson, MS 39201
Dear Mr. Lynch:
Please accept this letter alongside all other documentation for our request to purchase, via sole source method, The Research Systems, a biomedical device. Our current research project serves as a continuation of our earlier studies, in which we utilized the same brand of advanced hardware and sophisticated software. In those studies, we were able to achieve remarkable outcomes, demonstrating impressive capabilities and performance. This time, we are building upon our previous findings to explore new dimensions and gather more profound insights, using the same reliable tools that contributed to our success.
We followed the procedures outlined in the Procurement Manual to verify that this item is truly unique. We researched the market and checked for the item on the State contract before doing anything else. Then, we published an advertisement announcing our intent to purchase and an RFIN that was published to the State's Procurement Portal. We also listed this procurement on JSU's site.
We received no objections or other communication from any party in response.
The results of these procedures have prompted this request to purchase as we are confident that this is the only item with these specifications, and this item is exactly what is needed by the department to engage their research and instruction.
Please advise as needed; thank you. Have a great rest of your day, Kim erly R. Harris, CM A, MHSA Director of Procurement Services Division of Business and Finance Jackson State University
