About this file

This document is a solicitation (SF 1449) for a firm-fixed price (FFP), indefinite delivery/indefinite quantity (IDIQ) contract for On-Board Vehicle Surveillance System (OBVSS) services for the Department of Defense Education Activity (DoDEA) Pacific East District in Japan. The contract will be for a 5-year period, with a 1-year base period and four 1-year option periods, plus up to 6 additional months of services.

The solicitation requires the contractor to provide installation of new OBVSS equipment on 97 larger (45-53 passenger) buses and 24 smaller (14-18 passenger) buses, as well as ongoing maintenance and support services. The maintenance includes bi-annual preventative maintenance, unscheduled corrective maintenance, and replacement parts for the OBVSS equipment. Proposals are due by 12:00 pm EDT on May 27, 2024. The government intends to award without discussions but reserves the right to conduct discussions. The technical approach and past performance factors are more important than price, which will be evaluated for reasonableness. Small business, SDVOSB, and WOSB set-asides may apply.

Offerors shall make their best effort to send out enough past performance questionnaires to reasonably expect submission to the administrative contracting officer/contracting specialist at least one questionnaire on each cited contract/work effort. The customer POC that received the questionnaire shall e-mail the completed questionnaires directly to the contract specialist listed on the questionnaire. Past Performance Questionnaires are requested to be received by the issuing office no later than the closing date/time of the solicitation. Completed questionnaires included in the proposal or submitted directly by the Offeror will not be evaluated.

The Government reserves the right to obtain information relative to present and past performance on its own, in addition to information provided by the Offeror and from contract and subcontract POCs.
