About this file

This document is a Questions and Answers file for a Learning Management System (LMS) solicitation by the Oklahoma City Area Indian Health Service (IHS). The solicitation seeks an enterprise-level LMS for approximately 1,600 federal IHS employees across 10 facilities, with a preference for Relias as the content provider. Key requirements include built-in competency assessment modules, a comprehensive content library, FedRAMP and Section 508 compliance, and an all-inclusive enterprise licensing model. The LMS must support healthcare-specific training, enable 24/7 learning delivery, and help facilities meet accreditation standards from the Joint Commission and Ambulatory Health Care Association.

The solicitation (Number 246-25-Q-0072) is a Service-Disabled Veteran-Owned Business (SDVOB) set-aside in an open market procurement. The implementation timeline emphasizes rapid deployment to support organizational learning goals and regulatory requirements. The LMS should provide multimedia learning modalities, interactive exercises, and robust documentation and tracking capabilities. Vendor evaluation will consider technical capabilities, healthcare learning expertise, and past performance, with broader healthcare IT experience acceptable. The procurement is a new requirement, not a recompete, and the government will provide a Q&A amendment period for potential bidders.

1. Are there specific healthcare content providers (e.g., Relias, HealthStream, Mosby, Lippincott) the government prefers or currently licenses? Preference for Oklahoma City Area is Relias.

1. For competency assessments, does the government expect the LMS to include built-in modules, or is integration with existing tools acceptable? Request is for LMS to include built-in modules with option to integrate with existing tools.

1. Will the government provide existing training content for migration, or is the contractor expected to supply both the LMS and the content library? Contractor expected to supply both the LMS and the content library.

1. Are there existing interfaces (HR, credentialing, or scheduling systems) the LMS will need to integrate with? Not a requirement, but the option to integrate with existing tools would be preferred.

Users & Volume

1. Approximately how many end-users will need access to the system? (clinical staff, non-clinical staff, contractors, trainees, etc.) The approximate 1,600 staff members employed by the Oklahoma City Area IHS.

1. Does IHS envision role-based access (nurse educator vs. learner vs. administrator) and how many administrative users will be managing the system? Specifically for nursing and other professional and allied health staff. The OCA IHS operates 9 federal health care facilities and the Area Administrative office (10 sites total); administrator for each of the 10 sites to include an Oklahoma City Area Administrator.

1. Are tribal partner facilities expected to have accounts as well, or is this strictly for federal IHS employees? No, for federal IHS employees.

Implementation & Support

1. What is the expected timeline from award to full “go-live”? As soon as possible to assist facilities to meet organizational learning goals; accreditation standards, as set by the Joint Commission (TJC) and Accreditation Association for Ambulatory Health Care (AAAHC); and regulatory requirements defined by the Centers for Medicare and Medicaid Services (CMS).

Evaluation & Proposal

1. How will technical capabilities be weighted between software functionality and healthcare/learning expertise (e.g., cultural fluency, quality compliance)? Intent of the Oklahoma City Area LMS platform is to assist facilities to meet organizational learning goals; accreditation standards, as set by the Joint Commission (TJC) and Accreditation Association for Ambulatory Health Care (AAAHC); and regulatory requirements defined by the Centers for Medicare and Medicaid Services (CMS). Per the Statement of Work, the LMS software package expectation is to enable the delivery, management, documentation, tracking, reporting and delivery of learning and education content and training programs to learners. The LMS, which is being requested, offers enterprise-level out-of-the-box functionality for education and training, specifically for the healthcare environment. It will have courses which are required yearly by all employees of a hospital or healthcare facility, as well as healthcare-specific clinical content. This software offers a comprehensive set of web-based tools to deliver evidence-based skills training, references and support, as well as assessment and validation of competence. Training provided through an LMS provides consistency and offers availability for all employees in all departments 24 hours a day and 7 days a week. The LMS facilitates learning via multimedia learning modalities and interactive learning exercises, while enabling facile documentation and tracking of the learning content of users across the organization and region.

1. Is past performance limited to LMS contracts, or can broader healthcare IT/quality program contracts be considered relevant? No, broader if appropriate.

1. Will the government provide a Q&A amendment or clarification period after industry questions are submitted? Yes.

Administrative & Pricing

1. Is this a new requirement or a recompete? If recompete, who is the incumbent? New requirement.

1. How should offerors structure pricing - per user license, per facility, or as an all-inclusive enterprise license? As an all-inclusive enterprise license.

1. Are GSA schedule holders advantaged, or is this strictly open-market? Open market.
