About this file

This document is a Supplemental Information Letter No. 1 issued by the City of Salem, Oregon Department of Finance Services Contracts & Procurement for Bid No. 245044 for Engineered Wood Fiber Fall Material. The City is seeking bids for the supply and delivery of engineered wood fiber to be used as playground safety surfacing at up to 50 sites within the City. The Invitation to Bid requests pricing for four categories: delivered price per yard for a full truck/semi-load with one-site delivery, multiple-site delivery, blown-in-place one-site delivery, and blown-in-place multiple-site delivery. Bids are due by June 26, 2024 at 11:00 AM local time.

The contract will be awarded to the lowest responsive bidder and is intended to be a one-year annual contract with the option to renew for up to four additional one-year periods. Payment will be based on the actual quantity of material delivered and measured by the City, and pricing must remain firm for the initial contract term, with potential price adjustments allowed based on an escalation/de-escalation formula. The procurement is open to all qualified vendors, and there are no set-aside designations or restrictions on the types of organizations that can respond. SUPPLEMENTAL INFORMATION LETTER NO. 1

BID NO. 245044

FOR: ENGINEERED WOOD FIBER FALL MATERIAL

CLOSING DATE: JUNE 26, 2024 AT 11:00 AM (LOCAL TIME)

Dear Bidder:

The following are questions and answers received on this bid:

1. Why is the city wanting certified wood chips? As an example, Until last year when I stopped heavily discounting wood chips for the school district, we were the supplier for the last 30 years or so and the schools do not use the certified chips.

Salem/Keizer schools use a hard wood chip which is a mixture of alder and maple. In recent years uncertified material has had poor compaction rates as well accelerated decomposition rates when compared to certified material.

2. Is there a law that requires the city to use the more expensive product? I know sometimes that happens too. I am just curious why the engineered chips are being requested. Per CPSI we are required to install certified material.

3. Why is this being bid in 50-yard increments for semi-truck loads? That is roughly 50% of a semi-truck's capacity. If we deliver in 50% capacity of the semi it will be more expensive than at full capacity. For wood chips a semi load is 12-14 units which is 90-105 cubic yards. My blower trucks hold either 40 yards or 60 yards.

These are standard size trucks. My competition has the same sized equipment as well. We typically replenish material to get to required grade, and thus do not need full loads.

Also, I realize that the term "Certified engineered wood fiber fall material" sounds really cool. But it literally means they ground the wood chips an additional time so they're a little smaller. I am not aware of anything else that differentiates them from the wood chips we along with my competitors have supplied for decades for use in playgrounds. The material is lab and field tested to meet ASTM F2075-20, & ASTM F1292-99 as well IPEMA provides an independent validator to inspect manufacturing facility.
