1.5.2. Quality Assurance: The Government will evaluate the Contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan. This plan is primarily focused on what the Government must do to ensure that the Contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and the minimum acceptable defect rate(s).

The list of key personnel incorporated into the Contract award may, with the consent of both parties to the awarded contract, be amended from time to time during the course of the performance to add or delete personnel, as appropriate.
1.5.12.2. The Government will not directly or indirectly supervise or direct Contractor employees. Subcontracting or entering into a teaming arrangement is not limited; however, a risk mitigation strategy must be submitted with the proposal or at any time during the life of this contract when a primary contractor for another NBIB investigative or investigative support Contract is going to be added as a subcontractor or team-member. The Government reserves the right to approve or reject the proposed risk mitigation strategy before the subcontractor or team-member is added to the contract.
1.5.16.2. The primary purpose of this exclusion is to ensure the Contractor does not find itself involved with any real or perceived conflicts of interest. Such conflicts of interest could be alleged where the Contractor is found to be controlling, scheduling, analyzing work products, deliverables, and/or processes for which they currently are or were responsible to plan, design, develop, implement, or operate. Along with the QCP, these exclusions seek to ensure the credibility of the Contractor.
