EVALUATION FACTORS AND BASIS OF AWARD

The Government intends to award a Firm Fixed Price contract to the responsible Offeror whose proposal conforms to the RFP and will be the most advantageous to the Government, price and other non-price criteria considered. The evaluation will be based on a complete assessment of the Offeror’s proposal. The Government may select for award the Offeror whose price is higher, but whose technical proposal is more advantageous to the Government and warrants the additional price.

The Government will not make an award at a significantly higher overall price to achieve only slightly better performance capabilities. In the event two or more proposals are determined not to have any substantial technical differences (i.e., are technically equivalent), price becomes the determining factor and award may be made to the lower priced Offeror. In the event proposals are not technically equal, award may be made to other than the Offeror with the lowest priced proposal, if the Government determines that a price premium is warranted due to technical merit. The Government may also award to other than the highest technically rated proposal, if it determines that a price premium is not warranted.

Communications

The government anticipates selecting the best‐suited contractor from initial responses, without engaging in discussions with contractors. Contractors are strongly encouraged to submit their best technical solutions and price in response to this RFP.

Once the government determines the contractor that is the best‐suited (i.e., the apparent successful contractor), the government reserves the right to communicate with only that contractor to address any remaining issues, if necessary, and finalize a contract award with that contractor. These issues may include technical, management and price. If the parties cannot successfully address any remaining issues, as determined pertinent at the sole discretion of the government, the government reserves the right to communicate with the next best‐suited contractor based on the original analysis and address any remaining issues.

If a best-suited contractor cannot be determined, based on the assessment of each proposal against all evaluation criteria, the contracting officer may enter into discussions.

The Government reserves the right to reject any or all proposals received and/or request clarification or modification of proposals as appropriate.

Evaluation Process

The Government will evaluate proposals solely on the factors specified below. Award will be made to that Offeror whose combination of technical and price proposals represent the best value and is most advantageous to the Government. Proposals shall be evaluated on the following factors:

Phase I: PASS/FAIL

Compliance with ALL Volume III Administrative Requirements = PASS

Non-compliance with ANY of the administrative requirements = FAIL

Phase II: TRADE-OFF

All non-price factors for proposals remaining in the evaluation for Phase II will be rated as:

Acceptable

Good

Outstanding

This phase of the evaluation will include the proposal volume and any appendices required for the specific volume.

Factor 1: TECHNICAL CAPABILITY (includes Oral Presentations and appendices)

Factor 2: PRICE

Factor 3: ADMINISTRATIVE REQUIREMENTS

Order of Importance

The evaluation of non-priced factors for Phase II evaluation are more important than price. The Government may select for award the Offeror whose price is higher, but whose technical proposal is more advantageous to the Government and warrants the additional price. The Government may award the contract resulting from this RFP without conducting discussions with Offerors; therefore, Offerors are encouraged to provide their most competitive offer with its’ initial proposal submission.

EVALUATION OF

FACTOR 1 - TECHNICAL:

Evaluation of Technical Sub-Factor 1, Technical Capability includes Oral Presentations, Milestone Plan and all Appendices):

The Government will assess its level of confidence that the contractor will successfully perform the requirements based on an assessment of its technical capability to include all applicable appendices for this factor.

The Government will evaluate the extent to which the Offeror’s described Technical

Capabilities meets the requirements of the solicitation, conveys the Offeror’s clear understanding of the requirements, and how well it indicates the probability of success in contract performance of all requirements identified in the SOO.

The Government will evaluate the Offeror's ability to successfully achieve the SOO objectives in the Offeror’s proposed PWS. Additionally, performance standards will be evaluated to determine if the proposed standards and Acceptable Quality Levels (AQL) meet agency's needs, ensure a sound approach is proposed, and meet all requirements stated.

The Offeror’s approach will be evaluated to determine how closely it documents the Offeror’s assumptions and decisions. In addition, the program milestone chart will be evaluated for the lists of core tasks and subtasks and the duration of each. These milestones shall include the timeframes for ramping up and down, preparation, and execution.

The Offeror's approach to quality control, and task performance for delivering the required services, of the stipulated quality will be evaluated. Evaluation will be based on how closely the performance measures demonstrate how the Offeror will monitor performance in each task area, any management tools they will use, how they will ensure quality products/services are delivered, and how they plan to mitigate risk.

Appendices will be evaluated to assess whether the Offeror understands the requirement and indicates a high probability of success in contract performance.

The Government will evaluate the extent to which the Offeror’s described Technical Capability in its oral presentation meets the requirements of the solicitation, conveys the Offeror’s clear understanding of the requirements, and how well it indicates the probability of success in contract performance of the tasks and any associated subtasks listed in the SOO. The offeror’s team dynamics during the oral presentation and the interactive dialog session will also be evaluated. The slides submitted for the oral presentation will be evaluated.

Evaluation of Technical Sub-Factor 2 Management & Staffing Approach

The Government will assess its level of confidence in the Management & Staffing Approach in order to gauge the practicality of the resources proposed to accomplish the requirements of the SOO.

The Government will assess:

- The Offerors’ techniques for acquiring and retaining qualified personnel, in accordance with SOO requirements, over the life of the contract.

- The Offerors’ Key Personnel Qualification Matrix

- The Offerors’ Project Staffing Table

Required submission of the offerors’ identification of Key Personnel Qualification Matrix and Project Staffing Table will be reviewed in conjunction with the Technical and Management Approach to determine if the methodology adequately meets the SOO requirements.

Specifically, the Government will evaluate:

- The extent to which the Offeror’s experience is recent (performed within the past three (3) years) and relevant (similar in size, scope and complexity) to this requirement

- The Offeror’s experience performing management consulting services involving analysis of Diversity, Equity, Inclusion and Accountability (DEIA) in large private sector organizations and/or Federal Agencies

- The quality of the work performed on all of the Offeror’s experience submissions

- Any past experience/performance experience information provided by the contractor is subject to verification and validation by the Government. The Government reserves the right to contact the government and commercial points of contact provided by the contractor, and any project officials and/or other persons who have been involved in any of the contracts listed by the contractor to verify information about similar experience and to obtain past experience/performance information.

- The government may review evaluation data located in CPARS and any other information available to the Technical Evaluation Panel.

FACTOR 2 – PRICE:

The Government will not assign an adjectival rating, but will evaluate Price with respect to accuracy, completeness, and reasonableness based on information submitted in the price volume.

Accuracy. The Government will assess the accuracy of the proposal, which involves verification that: 1) prices and/or discounts are included, 2) figures are correctly calculated and 3) Accuracy of Offeror’s completed Pricing worksheet (ATTACHMENT 02)

Reasonableness. The Government will evaluate the reasonableness of proposed prices in accordance with FAR 15.404 and may use one or more of the following methods:

1. Comparison to proposed prices in response to the solicitation.

2. Comparison to proposed prices to historical prices paid.

3. Comparison with competitive published price lists.

4. Comparison to proposed prices with the independent Government Cost

Estimate.

5. Comparison of proposed prices with prices obtained through market research for the same or similar items.

6. Analysis of data other than certified cost or pricing data provided by the

Offeror.

Completeness. The Government will evaluate price proposals for completeness by assessing the responsiveness of the proposed price, the level of detail of the Offeror-provided data for all requirements in the SOO and assessing the traceability of prices.

The Government must be able to make a direct correlation from the labor mix provided with the Technical Volumes to the Offeror’s proposed price.

FACTOR 3 – ADMINISTRATIVE REQUIREMENTS

Will be evaluated in Phase I as ‘Pass’ or ‘Fail’ prior to Phase II evaluation.

NOTE:

The offeror is cautioned that any assumptions and/or exceptions to the solicitation may render the proposal unacceptable and therefore unawardable.
