About this file
This is an Addendum One file for RFP #2421 Medical Services for Corrections issued by Kenosha County Sheriff's Department for the Kenosha County Pretrial Facility and Kenosha County Detention Center. The addendum revises Attachment D Staffing Requirements and provides answers to 103 questions from potential bidders. The current average daily population is 678 inmates, with the KCDC population currently below average due to renovations expected to complete in Jan/Feb 2025. The services requested include comprehensive healthcare and mental health care for adult and youthful inmates, with 24/7 nursing coverage and expanded mental health coverage including 7-day per week coverage with mental health professionals.
The current contract budget for 2024 is $3,910,627.58, with the incumbent provider NaphCare choosing not to continue services after April 2025. Off-site medical services are handled as pass-through expenses paid directly by Kenosha County. The current environment includes vacancies for 1 day shift LPN, 1 night shift LPN, 1 day shift RN, 1 night shift RN, Medical Director, Health Services Administrator, and Director of Nursing positions, with agency staff currently filling the management roles. Current vendors include NaphCare for pharmaceutical services, Trident Care for mobile x-ray services, and Bio-reference for laboratory services. The facility is not currently accredited by NCCHC or ACA.

Yes.
Revisions:
We have revised Attachment D Staffing Requirements and have attached the revised document to this addendum. Please base your cost proposal on the revised Attachment D.
We have had feedback regarding proposers providing revised staffing plans as part of their RFP response. It is critical that proposers provide the Cost Proposal response using the staff model provided as part of the RFP. Proposers may provide a revised staffing plan and include it as an additional supplement to the Cost Proposal (note that this will be informational and not part of the scoring) and give a narrative description of the revised plan under Tab E Proposal Solutions. The County will likely negotiate/tweak the final staffing plan as part of the contract negotiations. We encourage proposers to provide their ideas on how to efficiently and effectively provide the services under Tab E Proposal Solutions.

What is the protocol at KCJ for respondents who submitted an unsuccessful proposal to request a meeting for debriefing and discussion of their proposals to learn from the RFP process?
A. Once the evaluation process is complete, vendors will have access to the scores tabulation.
