About this file

This is a Notice of Intent to Award Bid for fuel and diesel exhaust fluid (DEF) delivery services issued by the School District of Manatee County, Florida (SDMC No. 24-0109-KD). The District solicited competitive bids for the supply and delivery of Regular Unleaded Gasoline (87 Octane), Diesel Fuel No. 2 (Ultra Low Sulfur), Red Dye Diesel Fuel (Ultra Low Sulfur), and DEF to support bulk fueling operations at District fuel islands and direct "wet fueling" services at designated locations, including Parrish Community High School. The bid was due on April 2, 2024 at 3:00 p.m., and the award was approved by the Board on April 23, 2024. The initial contract period runs from April 24, 2024 through June 30, 2025, with a renewal option for July 1, 2025 through June 30, 2026. The District anticipates approximately 434,000 gallons of diesel and 101,000 gallons of gasoline annually for bulk operations, plus approximately 250 gallons of diesel per day for ten buses at the Parrish location.

Palmdale Oil Company, LLC was awarded the contract with pricing structured as a fixed fee per gallon added to the Oil Price Information Services Daily Rack Averages for the Tampa, Florida PADD 1 Terminal. The awarded fixed fees are $0.52000 per gallon for all fuel types, with varying supplemental state, federal, and county taxes and environmental fees totaling $0.97253 per gallon for unleaded gasoline, $0.92190 per gallon for standard diesel, and $0.54790 per gallon for red dye diesel. DEF is priced at a $4.42 per gallon markup for delivery and remote fueling services and $1.50 per gallon markup for bulk tank delivery. No set-aside designations or incumbent contractors are noted. The District reserves the right to make equitable adjustments to pricing based on extreme marketplace volatility and reserves the option to award to multiple bidders as best meets its needs.
