1 OVERVIEW
1.1 Purpose
This is a combined synopsis/solicitation for commercial services prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 12.102 (a) and with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; Proposals are being requested and a written solicitation will not be issued.
This solicitation is being issued as a Request for Proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-04.
The objective of this acquisition is to award one (1) Indefinite Delivery, Indefinite Quantity (IDIQ) contract in accordance with Federal Acquisition Regulation (FAR) Part 12. The services identified in the attached Performance Work Statement (PWS) as recurring standard services will be awarded as a separate task order under the IDIQ for each performance period.
Additional services determined to be above standard services will be ordered through the use of task orders to the base contract and each task order shall be funded separately and will identify the period of performance for the services ordered on it.
This new procurement will be set-aside for competition among small businesses, in accordance with FAR 19.303(a)(1), under NAICS code of 561210, Facilities Support Services, with a size standard of $38.5 million.
Award is expected to be made on or before July 01, 2020. It is anticipated that transition services will begin July 01, 2020 and end on July 31, 2020. The successful vendor shall provide all required recurring standard services beginning on August 01, 2020. It is anticipated that the ordering period of the contract will be one (1) base year with four (4) one-year options, with the possibility of an extension of performance up to an additional six
(6) months, in accordance with FAR 52.217-8.
1.2 Method of Acquisition
OPM anticipates establishing a single-award IDIQ contract in accordance with (IAW) the procedures of Federal Acquisition Regulation (FAR) Part 12. Since proposals are submitted as part of an acquisition of commercial items, the Government is not obligated to determine a competitive range, conduct exchanges with all contractors, solicit final revised proposals or use other techniques associated with FAR Part 15.
The base contract for the required recurring standard services will be awarded as firm fixed priced IDIQ. It is anticipated that most, if not all, of the associated task orders will be awarded on a firm-fixed price basis.
1.3 Basis for Award
The contract that results from this requirement will be awarded to the contractor whose proposal represents the best value to the Government, as described in the incorporated FAR provision 52.212-2 – Evaluation – Commercial Items. All non-price evaluation criteria, when combined, are considered more importance than price. The Government intends to award on initial proposals (except communications conducted for the purpose of clarification); hence each proposal should be submitted in the most favorable terms to the Government.
1.4 Commitment of Public Funds
The Contracting Officer is the only individual who can legally bind (commit) the Government to the expenditure of public funds in connection with the proposed acquisition.
Any other commitment, either explicit or implied, is invalid.
1.5 Communications Prior to Award
Communications with officials other than the OPM Contracting Officer may compromise the competitiveness of this acquisition, result in the cancellation of the solicitation and/or cause the exclusion of a proposal from this competitive procurement action.
1.6 Preparation Costs
This RFP does not commit the Government to pay for the preparation and/or submission of a proposal.
2 GENERAL INSTRUCTIONS TO OFFERORS
2.1 All proposals (both technical and price volumes) shall be submitted to to Bonnie Boston at Bonnie.Boston@opm.gov with a copy to OPOTeamCmailbox@opm.gov in accordance with the RFP details. Proposals shall not be submitted by other means. All correspondence at a minimum shall be labeled with the RFP number “20-23094” and the Company name in the subject line.
Proposals submitted other than to Bonnie Boston at Bonnie.Boston@opm.gov with a copy to OPOTeamCmailbox@opm.gov shall not be eligible for award. All proposals must be received prior to 2:00 PM EDT.
At a minimum, proposals must show -
• The RFP number
• Offeror’s (DUNS) number
• The name, address, and telephone number of the offeror and the name, title, and email address of the offeror’s representative with authority to act on behalf of the offeror
• Socio-Economic status (e.g., Service Disabled Veteran Owned Small Business, 8(a) Business, Woman-Owned Small Business, HUBZone Business, Small Disadvantaged Business, or Small Business) mailto:%20Bonnie.Boston@opm.gov mailto:OPOTeamCmailbox@opm.gov
• A statement specifying the extent of agreement with all terms, conditions, and provisions included in the RFP and agreement to furnish any or all items upon which prices are offered at the price set opposite each item
2.1.1 Unless otherwise permitted in the solicitation, proposals submitted must be on an all-or- none basis, e.g., proposals that propose to provide any single item or combination of single items shall be determined to be nonresponsive.
2.1.2 Proposals submitted in response to the solicitation shall be in English and in U.S.
dollars.
2.1.3 Offerors are responsible for submitting proposals, and any modifications, revisions, or withdrawals, so as to reach the Government office designated in the solicitation by the time specified in the solicitation. Any proposal, modification, revision, or withdrawal of a proposal received at the Government office designated in the solicitation after the exact time specified for receipt of proposals is “late” and will not be considered unless it is received before award is made, the Contracting Officer determines that accepting the late proposal would not unduly delay the acquisition;
and—
• If it was transmitted through an electronic commerce method authorized by the solicitation, it was received at the initial point of entry to the Government infrastructure not later than 5:00 p.m. one working day prior to the date specified for receipt of proposals; or
• If it was the only proposal received
2.1.4 However, a late modification of an otherwise successful proposal, that makes its terms more favorable to the Government, will be considered at any time it is received and may be accepted.
2.1.5 If an emergency or unanticipated event interrupts normal Government processes so that proposals cannot be received by the exact time specified in the solicitation, and urgent Government requirements preclude amendment of the solicitation or other notice of an extension of the closing date, the time specified for receipt of proposals will be deemed to be extended to the same time of day specified in the solicitation on the first work day on which normal Government processes resume.
2.1.6 Proposals may be withdrawn by written notice received at any time before the exact time set for receipt of proposals.
2.1.7 Offerers may submit revised proposals only if requested or allowed by the Contracting Officer.
2.1.8 Proposals in response to this solicitation will be valid for a period of one hundred and twenty (120) calendar days.
2.1.9 Restriction on disclosure and use of data. Offerors that include in their proposals data that they do not want disclosed to the public for any purpose, or used by the Government, except for evaluation purposes, shall:
• Mark the title page with the following legend: “This proposal includes data that shall not be disclosed outside the Government and shall not be duplicated, used or disclosed in whole or in part for any purpose other than to evaluate this proposal. If, however, a contract is awarded to this offeror as a result of or in connection with the submission of this data, the Government shall have the right to duplicate, use, or disclose the data to the extent provided in the resulting contract. This restriction does not limit the Government's right to use information contained in this data if it is obtained from another source without restriction. The data subject to this restriction are contained in sheets [insert numbers or other identification of sheets]”; and
• Mark each sheet of data it wishes to restrict with the following legend: “Use or disclosure of data contained on this sheet is subject to the restriction on the title page of this proposal”
2.2 Submission of Proposals
2.2.1 The solicitation response package (proposal) shall consist of two (2) volumes (separate files). The Volumes are: Volume I – Technical Proposal and Volume II – Price Proposal. Files shall not contain classified data. The use of hyperlinks in proposals is prohibited.
2.2.2 Both volumes shall be submitted in Portable Document Format (PDF) with total file that shall be less than 15MB. Each file shall have margins no less than 1 inch and font size of 12 points (e.g.10, 11- or 12-point font is acceptable in the header/footer) to include all attachments. Proposal graphics, charts, and tables must have a font size of no less than 10 points. The only exception to the PDF format is the completed Excel file titled “ATT 11 Pricing Sheet”. The pricing sheet shall not be modified from the original version provided by the government as a part of this solicitation except to fill in the blank prices for each of the required contract line items. Failure to meet any of these requirements will result in a rejection of the proposal.
2.2.3 Volume I – Technical Proposal:
2.2.3.1 The technical proposal shall not contain any price information.
2.2.3.2 An offeror‘s technical proposal must demonstrate their ability to provide the full range of services described in ATT 1, Performance Work Statement (PWS), that meet or exceed the requirements criteria and represent the best value to the Government.
2.2.3.3 Notwithstanding any other statement within the solicitation, there is a size limitation of eighty (80) pages for the Technical Volume. Table of contents will not count against the eighty pages but any page with proposal content to include acronym lists, indices, attachments, etc. will count towards the limit. The eighty pages will be counted consecutively (80 pages straight from the first page of content, as determined by the contracting officer, with no breaks). This limitation is not intended to imply the Government is expecting proposal to be of a particular length.
Instead, offerors are encouraged to make their proposals only as voluminous as is necessary to respond to the preparation instructions set forth in the solicitation.
2.2.3.4 The proposal should clearly demonstrate that the offeror has a thorough understanding of the requirement. Mere statements made by the offeror that he/she understands, can or will meet the solicitation requirements or paraphrasing the solicitation or parts thereof will be considered inadequate. Phrases such as "Standard procedures will be employed" or "well known techniques will be used" will also be considered inadequate. Clarity and completeness of the description of the offeror’s approach to the project is essential. Marketing brochures count against the page limitation and should only be submitted if they are necessary to support the content of the technical volume.
2.2.4 Volume II – Price Proposals
2.2.4.1 Pricing Information
• Signed amendments
• Information required in Section 2.1 of this RFP
• Fully completed electronic ATT 11 Pricing Sheet in Microsoft Excel format
3 Evaluation Procedures
The following steps will be taken in the execution of the Evaluation Procedure:
3.1 The Government will determine the technical eligibility (responsiveness) of each offeror on a pass/fail basis. A proposal will be deemed technically ineligible if:
• It does not manifest the offeror’s unconditional assent to the terms of the RFP;
• It attempts to impose additional terms or conditions;
• The offeror’s representations and certifications, or active exclusions in accordance with Sam.gov indicate the offeror is not eligible for award.
3.1.1 Offerors deemed technically ineligible, or non-responsive, will be advised that their proposal was deemed non-responsive and the proposal is not eligible for award. Notification will be made via formal email from the Contracting Officer.
3.2 After the review of proposals based on technical eligibility, the Government will evaluate the Technical factors of the remaining offerors in accordance with FAR provision 52.212-2 – Evaluation – Commercial Items.
3.3 After conducting the initial evaluations described above, the Government will perform a price analysis, comparing the prices of the proposals to each other and to the Government estimate.
3.4 Award decision will be made after evaluating the proposals based on Prior Experience, Past Performance, Management Plan, and Price
3.5 The government intends to award without further exchanges (other than minor clarification) with offerors so initial proposals should contain the offeror’s best terms from a cost or price and technical standpoint. The Government reserves the right to conduct exchanges if the Contracting Officer later determines them to be necessary. If exchanges are conducted, final award decision will be made after requesting, receiving, and evaluating final proposal revisions.
4 EVALUATION CRITERIA
4.1 A single Indefinite Delivery, Indefinite Quantity Contract (IDIQ) award will be established with the responsible contractor whose proposal conforms to the requirements outlined in this RFP and is most advantageous to the Government based on the best value determination. OPM will determine best value to the Government based on evaluation of price with non- price factors considered. The combined weight of the non-price factors is more important than price.
52.212-2 -- Evaluation -- Commercial Items. (Oct 2014)
A. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
• Prior Experience
• Past Performance
• Management Plan
• Price
Prior experience and past performance will be of equal weight and, when combined, will be equal in weight to the management plan. The ratings for the prior experience, past performance and management plan factors will be combined to form the overall technical rating. The overall technical rating shall be more important than price. The overall technical rating shall be used for purposes of the best value decision.
(1) PRIOR EXPERIENCE
(a) This criterion will measure the breadth, depth and relevance of an offeror’s prior experience in performing projects similar in size, scope and complexity to the one described in this solicitation. Such projects must have involved at least one of the specific services associated with this RFP (operations and maintenance, food service, conference support services, etc.). Prior experience by predecessor companies and or affiliated key personnel and subcontractors may be considered.
Previous projects may have been governmental (federal, state, or local) or private sector contracts. Experience on similar projects for the Federal Government is considered an asset.
(b) The offeror is required to submit as part of its proposal, prior experience for at least three
(3) projects and no more than five (5) projects performed within the past five (5) years. Submissions shall not exceed three (3) pages for each project and shall not be counted towards the proposal page count. The format must be a Word document, Times New Roman font, have margins no less than 1 inch and font size of 12 points (e.g.10, 11 or 12 point font is acceptable in the header/footer). Proposal graphics, charts, and tables must have a font size of no less than 10 points. Submitted projects should be similar in nature to the one described in this solicitation. Projects with more similarity (inunctions or attributes) to this project will be deemed more relevant and be considered for higher ratings than those less similar. The submission must include the following:
a. Name of Project
b. Estimated Annual Dollar Value
c. Type of Contract (ie. Fixed price, Time and Materials, Cost Reimbursement, etc)
d. Type of facility (Federal or Commercial)
e. Period of Performance
f. Number of Geographical Locations of Associated Buildings
g. Square footage
h. Scope of work (types of services provided)
i. Nature of facility mission and population
j. Complexity of equipment
k. Age of facilities
l. List of subcontracted services and subcontractors uses, along with estimated annual cost of each subcontracted service
m. Onsite Administrator Name, Title, phone and email
n. Alternate Onsite Administrator Name, Title, phone and email
o. More recent (For ongoing contracts, the Contractor must have a minimum of six
(6) months experience performing the services by the closing date of this solicitation in order to be evaluated for prior experience)
(c) For joint ventures, or any major subcontractor arrangements, the teaming agreement between both parties should be submitted detailing ownership stakes, roles and responsibilities. Projects may be submitted for the joint venture as an entity or for an individual member of the joint venture. Prior experience working together in a joint venture minimizes risk to the Federal Government.
(2) PAST PERFORMANCE
(a) This criterion will evaluate the quality of an offeror’s past performance in performing services for projects similar in size, scope and complexity to the one described in this solicitation. It assesses the offeror’s overall quality of past performance, record of conforming to contract requirements and to standards of good workmanship; the offeror’s adherence to contract schedules, including the administrative aspects of performance; the responsiveness of management; the offeror’s history of reasonable and cooperative behavior and commitment to customer satisfaction; including the offeror’s business-like concern for the interest of the customer, and the offeror’s overall performance on their contracts. Evidence of a history of successful past performance as a team will be considered an asset for any joint ventures and subcontracting arrangements.
(b) Past performance will be evaluated by analysis of the information requested and provided under Prior Experience (above), as well as information obtained through interviews, either written or oral, with the offeror’s customers and/or the building's owner or a representative of the owner. Regarding past performance on any projects submitted on behalf of managers, key personnel, subcontractors or other partners, evidence of collaborative prior experience among the partners will be viewed favorably.
(c) In addition to those references provided directly by the offeror, the Contracting Officer may identify and analyze the past performance of the offeror on any other contract on which they have performed within the past five (5) years of which the Contracting Officer has knowledge or obtains knowledge. Because of the wide variety of past performance history of individual offerors, the Government is not required to ensure that an equal number of references be obtained for each offeror.
(3) MANAGEMENT PLAN - The Contractor’s Management Plan should detail the
Contractor's overall approach and commitment to accomplishing the objectives of this requirement. The Government has the right to incorporate all or part of the Contractor’s proposed Management Plan into the contract. If incorporated, the Management Plan will be binding upon the Contractor and the Government. Below are specific items which must be completely addressed by the offeror in the proposed Management Plan.
(a) Executive Summary - The Executive Summary shall provide an overview of the proposal and is to be used as an aid in understanding the organization, content, and interrelationship of the proposal material. The summary should only include general information about the proposal and the offeror‘s understanding of, and capability to meet, the requirements of the solicitation. The summary must include a brief narrative demonstrating understanding of the requirement and a description of any assumptions used in developing the submitted proposal.
(b) Transition and Start-Up Plan – The transition and start-up plan should include the approach to be used to gain an understanding of OPM’s operations and its associated needs. It must also include a description of any anticipated risks, approach for identifying any additional risks, and the risk mitigation strategies to be developed and used for the specific activities required by the PWS.
(c) Staffing Plan - The Contractor’s staffing plan should include a detailed description of how the Contractor intends to accomplish the requirements of the contract, including both facility support and executive conference services, using in-house and subcontracted resources. 6) Description of how the contractor plans to recruit and retain personnel, particularly key personnel
7) Overall approach, personnel, priorities, and the work to be accomplished during the transition phase
After award, the Contractor shall be obligated to adhere to the proposed minimum qualifications for each position. No changes to specific personnel proposed for key positions may be made without the Government’s consent. Similarly, for subcontractor and teaming arrangements, the Contractor shall be obligated to adhere to experience and quality standards of the originally proposed firm, and cannot make changes without the government's consent.
(d) Mechanical Maintenance and Repair Services Plan - The plan should detail the
Contractor’s approach for ensuring all equipment and systems covered under the scope of this contract requiring a preventive maintenance (PM) procedure, tour, etc. is continually accounted for, scheduled, documented, and completed as scheduled each month. The plan should articulate how the Contractor’s approach will provide for the efficient operation of all equipment and systems; maximum equipment life; minimum downtime for accomplishing procedures, and a system that identifies equipment requiring upgrades or replacement, and warranty management. The plan should detail what equipment will receive tours, the frequencies, the methodology for documentation, and the application of data in efficient operations.
(e) Food and Beverage Service Plan – The Contractor should detail a plan to provide all food and beverage, wait services and kitchen service at the quality, performance and presentation level consistent with the goals of the OPM as an executive conference center bearing in mind that performance and service directly relating to meal selection, presentation, décor and nutrition are extremely important. Meals served will adhere to the nutritional guidelines for low fat, low cholesterol and other nutritional norms. Service will be at the executive level and will include silver and china service, high- quality tablecloths and napkins. Service will be provided for the program participants, guests, faculty, staff, and visitors of OPM. The Contractor should plan to provide full service dining at three meals per day, seven days a week, and bagged/boxed lunches as well as ability to take meals as carryout, upon request. The dinner meal requires the contractor to serve up to 115 meals within a one-hour timeframe allotted for dinner. Beverage and snack breaks will be provided throughout the day and evening during program days. The Contractor should plan to provide supervision of Contractor personnel at all times.
Classes may elect special meals for graduation or special events. The Contractor should plan to provide special diets and meals to accommodate guests’ needs.
(f) Program Support Plan – The Program Support Plan should detail the Contractor’s approach to provide support for OPM functions to include:
1) Establish and maintain an inventory system of non-expendable major items such as office furniture, expendable and durable minor items such as office supplies, and durable and expendable items contained in guest rooms.
2) Establish and stock supplies, to include framed graduation certificates, copy paper, file folders, pens, pencils, etc., at levels required for successful OPM operation.
3) Receive and distribute incoming postal mail and record receipt of all incoming packages. Additionally Contractor will include a plan for shipping of outgoing materials and packages.
4) Perform all reproduction services of educational materials and delivery of reproduction materials.
5) Coordinate setting up class rooms and meeting rooms with equipment and supplies 45 to 30 minutes prior to schedule use.
6) Support for audio-visual, telephone, IT, networked copier/printers, faxes, wireless network, video and telephone conferencing, and other technical systems and ensure AV equipment is functional prior to start of each OPM program.
(g) Quality Control (QC) Plan - The Quality Control Plan should detail the Contractor’s methods, frequencies, documentation, and remedies for ensuring that work performed is of the highest quality. It should describe procedures for correcting problems and addressing QA findings. The plan should be tailored to address the different requirements of the contract, including custodial, mechanical, elevators, and other contract requirements.
(h) Service Request and Administrative Support Plan - The Contractor should provide a plan for staffing the customer service desk(s) weekdays (excluding federal holidays) during normal operating hours to manage service requests and perform other administrative functions. The plan should include the planned physical location(s) of the service desk(s) and the functions it will execute. The plan should act to maximize building tenant satisfaction through prompt, courteous resolution of occupant concerns. The system to be used for tracking and analyzing all tenant complaints for patterns of problems and pro-active solutions should be described in detail. How feedback to the Government regarding actions taken on outstanding issues, including those on Government posted tickets and a plan to receive and address service requests after normal working hours should be included. For after-hour response to the facility, the Contractor should detail any minimum hours stipulations that may apply, inclusive of subcontractors, and any other stipulations that may cause deviation from the reimbursement rate proposed on the electronic offer sheet. The Contractor should also include a plan for providing an onsite reference library and detail the data and items to be stored.
(i) Monthly Progress and Communications Plan - The Contractor should propose a method for providing OPM staff with accurate monthly progress information describing the status and impact of all current and future contract and asset programs including mechanical projects, energy usage, tenants, etc. The Contractor should articulate specifics on how this update will be accomplished, information to be provided, goals and objectives.
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). In addition to the options, the government evaluation will include an additional 6-months of pricing from the final option period to account for the possibility a contract extension is required at the end of the contract period of performance in accordance with FAR 52.217-8 “Option to Extend Services”.
(c) A written notice of award or acceptance of an offer, emailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
(End of Provision)
4.2 Price
4.2.1 Offerors are cautioned that any proposal may be rejected as non-responsive if it is materially unbalanced as to prices for the entire five years of the contract. A proposal is unbalanced when it is based on prices that are significantly understated for some work and prices that are significantly overstated for other work.
4.2.2 Offerors must propose prices for all line items in order to be considered for award. Offerors may not use pricing alternatives, which differ from these instructions.
5 EVALUATION CRITERIA
5.1.1 The Government will evaluate each offeror's technical proposals and price proposals in accordance with the evaluation criteria in Paragraph 4 of this RFP and provide a rating based on the Factor Ratings of Paragraph 6.
5.1.2 For the evaluation of the management plan, plans simply providing confirmation of meeting the government’s requirements will be rated no higher than Good. Proposals missing minor components of any the plans making up the management plan or not providing clear understanding of some area within each of these areas will be rated no higher than Marginal. Proposals missing major components of any the plans making up the management plan or not providing clear understanding of all areas within each of these areas will be rated no higher than Unacceptable.
5.1.3 For a contractor to receive higher than a Good for any technical area, the proposals must demonstrate the Government will receive added benefit by award to that offeror. It is the responsibility of the offeror to determine what it can offer that would benefit the government and explain in the proposals how the government would benefit. Benefits can include, but are not limited to, improved performance, higher tenant satisfaction, increased energy savings, reduced repair costs, more efficient building operations. The level of benefit will determine the level of the rating.
5.1.4 The Government does not intend to award a contract to any contractor with a rating of
Marginal or Unacceptable in any technical area, regardless of the overall technical rating assigned. If the contractor determined to potentially be the best value to the Government has a Marginal or Unacceptable rating, the Government may conduct exchanges to determine if the contractor has the ability to make proposals revisions that would change the rating to a Good or better. If so, the contractor may be allowed the opportunity to provide a final proposal revision to their proposal.
6 EVALUATION FACTOR RATING GUIDELINES
The Technical Evaluation Board will review the proposals and, using their professional judgment, assign one of the adjectival ratings below for each of the three (3) technical factors. The three technical ratings will then be combined into one overall technical rating.
An offeror with an unacceptable rating for any of the three technical factors will automatically receive an overall technical rating of unacceptable.
Excellent (E): The proposal indicates the Contractor is very likely to meet or significantly exceed, to the Government’s benefit, the requirements of the contract. The overall quality of the proposal in relation to the evaluation factor/subfactor is superior and there is an exceptionally high probability of success.
Very Good (VG): The proposal indicates the Contractor is very likely to meet the requirements of the contract and may exceed some of the requirements to the Government’s benefit. The overall quality of the proposal in relation to the evaluation factor/subfactor is very good and there is a high probability of success.
Good (G): The proposal indicates the Contractor is likely to meet the requirements of the contract. The overall quality of the proposal in relation to the evaluation factor/subfactor is good and there is a moderately high probability of success.
Marginal (M): The proposal indicates the Contractor unlikely to meet some of the requirements of the contract. Significant revisions are required. The overall quality of the proposal in relation to the evaluation factor/subfactor is fair and there is a limited probability of success.
Unacceptable (U): The proposal indicates the Contractor will not meet the requirements of the contract and revisions are unlikely to bring the likelihood to an acceptable level. The overall quality of the proposal in relation to the evaluation factor/subfactor is low and there is little or no probability of success.
