About this file
This document is a Bidders Questions & Answers file for Request for Proposal No. 230000003226 issued by the State of Michigan for HMO Services for MPSERS (Michigan Public School Employees' Retirement System). The RFP seeks HMO services, and the State intends to consider for award all bidders evaluated as "Passing" per the evaluation criteria outlined in the Proposal Instructions, Section 7. The file addresses thirteen questions submitted by bidders regarding various aspects of the proposal, including service area requirements, key personnel assignments, organizational structure documentation, invoicing procedures, and claims data specifics.
Key clarifications provided in this Q&A document include confirmation that current Medicare Advantage service area maps are sufficient proof of DIFS-approved service areas, with explanations required if non-Medicare service areas differ. The State requires bidders to provide overall organizational charts for all lines of business with HMO-specific details identifying all personnel, proposed key personnel, and subcontractors. Regarding key personnel, the State confirmed that individuals can serve simultaneously as both a State Account Manager (SAM) on one contract and backup SAM on another, though SAM positions cannot be left as "TBD" and must have assigned names. The State clarified that deliverables consist of the contract activities described in the Statement of Work, and that medical and prescription drug paid claims data provided is not inclusive of IBNR amounts, rebates, or Part D subsidies. All invoicing must comply with specified requirements including delivery order numbers and prompt payment discount identifiers, with no exemptions for incumbent contractors.
