About this file

This is an Emergency Purchase Statement issued by the State of Illinois for HVAC services required at the Illinois Beach State Park Lodge & Conference Center in Zion, Illinois. The emergency purchase addresses the replacement of a condensing unit, which has failed and requires immediate replacement to maintain facility operations. The document serves as public notice of this emergency procurement, indicating that this is not an open competitive solicitation but rather a direct purchase necessitated by urgent operational needs. The statement outlines the critical nature of the equipment failure and establishes the justification for proceeding through emergency purchase procedures rather than standard bidding processes.

The emergency purchase statement establishes the procedural basis for acquiring HVAC services and equipment replacement without the standard competitive bidding requirements. This procurement approach is authorized under emergency provisions that allow state agencies to bypass normal procurement timelines when equipment failures threaten facility operations or public safety. The document provides formal notification to the public of the emergency action being taken, ensuring transparency while exercising the state's authority to execute time-sensitive purchases necessary for maintaining the Illinois Beach State Park facilities in operational condition.

TextField2: A 15‑ton condensing unit, which had long exceeded its expected service life, has failed at the Adeline Jay Geo‑Karis Illinois State Park Lodge & Conference Center. Without a functioning condensing unit, the Lodge & Conference Center does not have adequate air conditioning during a peak‑use weekend. The failed unit conditions the ground‑level atrium, lobby, check‑in area, bar, ballrooms, and restaurant spaces, and two large weddings are scheduled for the coming weekend. Under summer weather conditions, the lack of adequate cooling constitutes a threat to public health and safety (30 ILCS 500/20‑30, Criteria A). Without immediate expenditure to replace the failed unit, the Lodge & Conference Center concession operation will be forced to close. Immediate expenditure for repairs to State property is necessary to protect against the potential loss of the concession agreement (30 ILCS 500/20‑30, Criteria B). Finally, with the Lodge & Conference Center operating during the peak summer season, closing the facility would result in a major disruption to critical State services and negatively affect the collection of State revenue through the concession agreement (30 ILCS 500/20‑30, Criteria C).
TextField4: The 15-ton condensing unit has functioned effectively all summer but has catastrophically failed. Without a functioning condensing unit, the Concessionaire are unable to control the air temperatures within the Lodge & Conference Center's ground‑level atrium, lobby, check‑in area, bar, ballrooms, and restaurant spaces. Without immediate resolution of the Emergency Criteria (replacing the 15-ton Condensing Unit), the site will have to be closed to the public going into a peak-use summer weekend with two large weddings are scheduled.
ExplanationForSelectingVendor: To immediately address the Emergency Criteria, the State first contacted the Central Management Services Joint Purchasing Master Contractor, Reicher Industries. However, Reicher Industries did not respond within the required two-hour window. The State then reached out to McDonough Mechanical Services, Inc. (McDonough – V00003132), a local Small Business Set‑Aside vendor in Waukegan, IL, who has previously worked with the State's Concessionaire at the site who responded immediately. McDonough has the required 15‑ton condensing unit in stock—avoiding the long lead times typically associated with these systems—and possesses the necessary expertise. They are able to mobilize swiftly to resolve the Emergency Criteria.
ExplanationSuppliesServices: The scope of the Emergency Criteria project includes:

- Removal of one (1) existing 15-Ton Condensing Unit at the Adeline Jay Geo-Karis Illinois Beach State Park - Lodge & Conference Center.

- Provide and install one (1) new-15 Ton condensing (460/480V 3 Phase Electric, integrated controls for advanced diagnostics annd building automation compatibility, high-performance lo-leak economizer for improved indoor air quality, and free-cooling energy efficiency) unit in same location.

- Professional Lull/ Telehandler to be used for the safe removal of the existing unit and for the hoisting of the new equipment.

- Project will also include complete modification and reconnection of the gas piping assembly, reconnection of line voltage power & low-voltage control wiring, associated ductwork fabrication / transitioning, and start-up & testing.

- Removal of the failed unit and any construction debris off site and dispose of per EPA regulations.

- Repairs and reseed any areas damaged by the crane or other equipment required to install the new 15-ton Condensing.

TextField3: The Using Agency first reached out to the Central Management Services Joint Purchasing Master Contractor (Primary) for this Emergency Criteria project. However, the JPMC Primary was unable to respond within the required two-hour window. The Using Agency then contacted a local Small Business Set‑Aside contractor, who responded immediately, provided a prompt proposal, and has the required 15‑ton condensing unit ready for installation.
TextField1: This project does not exceed $100,000 and does not require a Business Enterprise Program Goal.
