Mizpah AOP Pre-Bid Site Visit Questions and Answers Prepared by: Austin Morin, Engineering Technician, Clear Creek Ranger District 10/19/2022
1. When will this project be put up to bid? And when will bids be due by?
· Refer to SAM for specific dates.
2. Is there any possibility of a March start-of-work?
· Work could start in March pending weather. The in-water work window is June 1st to September 15th only.
3. What is the volume of flow on this creek in June, in cfs (cubic feet per second)?
· Mean cubic feet/second, per month (USGS data): March – 16 cfs, April – 27 cfs, May – 116 cfs, June – 325 cfs, July – 204 cfs
· The structure is designed for an average flow of 233 cfs.
4. Is the ‘Precast concrete member’ (Item #59050) for this project required to be concrete, or is there a possibility for a prefab steel structure?
· This structure was designed to be concrete; a steel substitution is not a possibility.
5. For the line Items listed below, is the contractor responsible for finding, importing and paying for these materials? Or will they be found and provided on-site by the Forest Service?
· Yes the contractor is responsible for all work associated with the line item including purchase, importing, and placement.
6. Will there be a final ‘Specifications’ sheet sent out during solicitation?
· The specifications provided during the pre-solicitation will be the specifications provided during the open solicitation. They are supplemental specifications; they are supplemental to the FP03 (Federal Highways specifications) under which the design was completed. The supplemental specification included remove and/or replace parts of the FP03 specifications to meet our requirements in this contract.
7. Will trees/seed be provided by the Forest Service? (Specifically for Line Items #64860 and #62502)
· Item #64860 – This is for falling use of onsite trees as marked/approved by the CO.
· Item #62502 – This states that it is to be Government Furnished.
8. Is all necessary permitting for this project provided by the Forest Service? Will contractors be responsible for permitting any aspects of this project?
· Only known permit is for an Army Corp permit for in water work. This is not the Contractors responsibility.
9. Will specifications be provided in the solicitation for what should be included in the Maintenance Plan?
· No, I am not sure what Maintenance Plan this is referring to. If required, it should be based off manufacturers recommendations.
10. For the removal of the two trees, do they need to be cut to any specific size for “firewood”? And should the cut wood be moved to the campground loop itself?
· The trees are to be incorporated into the site and final stream as approved by the CO.
11. For this project, is there over one acre of disturbance?
· It will depend on the contractors’ operations, but it is not expected.
12. There was some concern that certain machinery, and the prefab pieces for the AOP, will not fit through the existing gate (see photo below). Is it acceptable for contractors to remove this gate, and reinstall after all contract work is completed?
· If this is an issue, we will address this after award and if needed.
