2. SCOPE

Program Manager, Infantry Combat Equipment (PM ICE), Marine Corps Systems Command (MCSC), has a requirement for a government-designed, Berry Amendment compliant, next to skin mesh base layer. The mesh base layer is a supplement to the current Marine Corps Cold Weather Layering System to improve moisture management, thermal performance and dry out time in extreme cold weather environments. The Mesh Cold Weather Base Layer (MCWBL) consists of one undershirt and one drawer in Coyote 498 color. The undershirt and drawers are constructed with an open net like mesh material with a rib knit collar and cuffs, jersey knit reinforced knee patches, jersey knit inner thigh gussets, a two ply functional fly, and an elastic waistband with an integrated drawstring cord.

The vast majority of Marines fit within the size tariff contained within the

MCWBLTechnical Packages, MCWBL UNDERSHIRT TECH PACK 2021E and MCWBL DRAWERS TECH PACK 2021E (Attachment 002 and Attachment 003, respectively); however, there will be a small number of Marines (estimated between 1-10 per year) who will routinely require a special size. These Marines may require a special measurement for the MCWBL and the Contractor shall have the flexibility to accommodate this special measurement requirement.

As necessary, the Contracting Officer will identify and evaluate potential OCIs and resolve in accordance with (IAW) FAR 9.5.

4.2 Government Furnished Information (GFI)

The Government will provide the GFI identified below to the Contractor. The Contractor shall secure, store, and account for the GFI. The Contractor shall inspect and inventory all GFI and report any discrepancies and deficiencies. As part of the GFI distribution process, the contractor's accessing of any of the GFI-Technical Packages and/or Patterns is a confirmation of the contractor's agreement to the following: “The contractor, to include its subcontractors and suppliers, agrees that it shall not, without the express written permission of the Government, use, modify, reproduce, release, perform, or display any of the GFI-Technical Packages and/or Patterns for any commercial purpose or disclose any of the GFI-Technical Packages and/or Patterns to a person other than its subcontractors, suppliers, or prospective subcontractors or suppliers, who require any of the GFI-Technical Packages and/or Patterns to submit offers for, or perform, contracts under this effort.”
