About this file

This document contains answers from the U.S. Government to questions submitted by a contractor regarding a draft solicitation for CBRN filters and filter assembly components. The government clarifies that the estimated quantities listed refer to what may potentially be ordered per year, not what is required to be produced annually. Full or partial waivers of First Article Testing will be considered on a case-by-case basis. The shelf life code for the M48 Gas Particulate Filter was revised. Filter demands may change from what was outlined in a previous pre-solicitation notice. Additional questions will not be added to the questions and answers document. Past performance is not an evaluation factor for this Lowest Price, Technically Acceptable source selection. However, a pre-award survey may be requested from DCMA at the discretion of the contracting officer. FAT media testing is required for some requirements, but filters that are gas-only have no filter media. Unit of issue was revised for certain contract line items.

USG’s Answers to HDT’s Questions to Draft Solicitation W56HZV-20-R-0006:

1. a. The attachment is not asking a contractor to produce 250 HSFC’s/year. The estimated quantities refer to quantities the Government MAY potentially ORDER per ordering year. The Attachment 0001 columns labeled Estimated Qty have been revised to Est. Qty. Ordered/Yr. on the attachment version accompanying the RFP released on Beta.SAM today.

b. The answer to 1.a. above also applies here.

c. Full or Partial FAT Waivers will be considered on a case-by-case basis. Also, per Attachment 0002, Column G, Additional First Article Tests for an item MAY be waived or partially waived due to it being a subcomponent of one of the end items listed below.

2. The Shelf Life code for the M48 Gas Particulate Filter is 9 and revised in the RFP released on Beta.SAM today.

3. Filter demands are always changing. Since the Pre-solicitation Notice was released in Feb 2020, requirements have shifted.

4. Additional questions will not be added to the TIQ. Past performance is not an evaluation factor for this Lowest Price, Technically Acceptable (LPTA) Source

Selection. However, a Pre-Award Survey for an offeror may be requested from

DCMA at the PCO’s discretion.

5. FAT Media testing is required for several other requirements listed on

Attachment 0001. Filters that are gas only have no filter media.

Regarding HDT’s unit of issue question, the unit of issue has been revised on CLINs

0031-0035, 0131-0135, and 0191-0195 to Box, Package, and Package, respectively. This revision has been made to the RFP released on Beta.SAM today.
