About this file

This document contains questions and clarifications regarding a draft solicitation for CBRN filters and filter assembly components. The draft solicitation seeks production of various carbon filters including 250 HSFC filters and 1,864 green M48 filters annually at rates of 10 filters per month. Offerors may request adjusted production rates to avoid multiple first article tests per filter. The shelf life code for the M48 filter is listed as "Q" while other recent solicitations listed it as "9". Quantities for several filters have decreased significantly from an earlier presolicitation. Award will be made using LPTA with technical acceptability determined by responses to two questions in an attachment regarding supplier certification and use of technical data packages. Additional questions may be added to more fully evaluate manufacturing, testing, and inspection capabilities. First article testing for CLIN 0206AA includes filter media testing not required for other carbon filters.

Draft Solicitation W56HZV-20-R-0006

Questions / Clarifications

1. What is the intent behind the production rates in column BO of the FAT and Unit Pricing tab of

Attachment 0001 – Pricing Workbook CBRN Filter - Filter Assy Components Yrs 1-5? If it is the government’s intention for offerors to meet those rates:

How can the contractor produce the required 250 HSFC filters per year at the stated rate of 10 filters per month?

How can the contractor produce the required 1,864 green M48 filters at the stated rate of 10 filters per month?

Given paragraph E.4.(f), the provision for the additional first article testing, at contractor’s expense, for breaks in production of more than 90 days, the low quantities requested for some filters, and the required production rates, can the contractor submit requests to adjust the production rate to avoid the potential of multiple first article tests per filter?

2. Please confirm that the shelf life code for the M48 Gas Particulate Filter is correctly listed as

“Q”. other recent RFP’s have listed the shelf life code as “9”.

3. The quantities provided in this draft RFP for M13, M19, M18A1, M12A2, and HSFC are considerably less than those in the presolicitation from February 2020. Why have the quantities been reduced?

4. The award will be made using a Low Price Technically Acceptable (LPTA) source selection process. Section M of the draft solicitation indicates that technical acceptability is determined by response to the Technical Information Questionnaire (TIQ) in Attachment 0004. Attachment

0004 includes only two questions. Paraphrasing – the offeror gets a letter from the carbon supplier and certifies he used the right TDPs in his bid. Is that the extent of the determination for technical acceptability? There does not appear to be a written technical volume that discusses the offeror’s capability to manufacturer the end items, or past experience providing the subject NSNs. Will additional questions be added to Attachment 0004 to determine manufacturing, testing, and inspection capability of the offeror?

5. FAT for CLIN 0206AA includes Filter Media testing which is not included in the FAT requirements for the other carbon filters. Is this accurate?
