N6449820R4044 – QUESTIONS AND ANSWERS

Q1. Is an incumbent contract or contractor associated to the requirement?

A1. Incumbent: N64498-17-C-0018, Windwalker Group, LLC, Q2. Page 93. L.2.1 PAGE NUMBERS AND LIMITS, Paragraph 3: The RFP states that resumes are not included in the page limits; however, there are no specific requirements to include resumes as part of the submission. Can the government please clarify?

A2. Resumes are not required. “f. Resumes” shall be deleted from Section L.2.1 of the solicitation by Amendment 1 of the solicitation.

Q3. Page 35, 1.2.1-1.2.2:, 1.2.5-1.2.6: The scope of work lists the number of post across the buildings (12 posts total) and states, “Access control professionals are required for Buildings 4, 77L, 77H, 29, and 1000 for all workdays(Monday through Friday) from 5:00 AM to 4:30 PM, except for Federal Holidays. Three (3) access control professionals are required for Building 633, 7 days per week/24 hours a day, including Federal Holidays. The requirement for 5AM-4:30PM spans 11.5 hours. Does the government have shift requirements (i.e.: minimum shift times) for the access control professionals? For example, 1.2.6 states that the Access Control Supervisor is required to work 8 hours shifts Monday – Friday. Also, 1.2.5 states ”At the top of every hour for 15 minutes, the Access Control Personnel are required to leave their assigned post and ensure that all doors and entryways remain closed and are properly secured, in accordance with the post orders, when not in use by building patrons.” Does this require a minimum of 2 personnel for each post location? Or would the post be unmanned during these times? Can the government please provide some additional information on expectations for coverage?

A3. There are no shift requirements for ACPs. The contractor determines how to man each post, including the 24/7 posts in Bldg. 633, during the times listed in the SOW. During the 15-minute period at the top of every hour, the contractor will not be required to cover the assigned post while ACP performs perimeter checks.

Q4. Page 36, 1.2.7: Can the government provide a map for the location of the posts as well as parking locations that contractors are allowed to park in?

A4. Contractors are not authorized to park in government parking lots however; there is street parking on the Navy Yard. Attached is a map of the Navy Yard with buildings numbers.

Q5. Will there be right of first refusal for incumbent personnel?

A5. Yes

Q6. Does the Government intend to keep key personnel from the incumbent for continuity?

A6. The contractor shall perform in Accordance with the Statement of Work, Section C.

N6449820R4044

Q7. Is a transition plan required?

A7. No, Contractor should propose in accordance with Section L of the Solicitation. Offers will be evaluated in accordance with Section M of the solicitation.

Q8. Does the wage determination rate for the Access Control Personnel of $19.98 include health and wellness?

A8. No.
