Addendum No. 1 to the Sunshine Park Trails Expansion Contract

This is Addendum No. 1 issued by the City of Roseburg Public Works Department on January 16, 2026, modifying the contract documents for the Sunshine Park Trails Expansion Project No. 20GR21 originally dated January 5, 2026. The project involves constructing multiple trail systems within Sunshine Park in Roseburg, Oregon, across seven trails classified as Universal Access (Trail 5), Beginner Class 2 (Trails 1, 2, 4, 6, and 7), and Blue Flow Class 3 (Trail 3). Addendum No. 1 implements significant scope modifications including the removal of erosion control and seeding bid items, reclassification of Trail 7 from Universal Access to Beginner Class 2 with excavation type changes, and consolidation of surfacing and compaction bid items into a single alternate bid schedule. The project includes excavation with estimated quantities ranging from 500 to 4,600 linear feet across various trails, installation of two culvert crossings (30" x 31' and 18" x 17'), armoring at 150 linear feet, and in-sloped turns totaling 20 installations. All construction-related work must be completed by June 30, 2026, with the Notice to Proceed anticipated in mid-March 2026. Bidders were required to acknowledge receipt of this addendum on the revised bid form or face potential disqualification.

The bid schedule is divided into Schedule A (Base Bid) covering all onsite trail work to achieve functional status and Schedule B (Alternate Bid) for optional surfacing and compaction of Beginner and Blue Flow trails at 53,400 square feet. Excavation pricing is now specified on a linear feet basis, with Type 2 excavation including clearing, grubbing of 8-foot clearing limits, grading, and compaction of native trail tread to maintain beginner trail classification with 2 percent outslope or crown. Surfacing and Compaction Type 1 requires placement of 3-inch lifts of 1.5-inch minus and additional minus crushed aggregate at minimum 5-foot width, while the alternate Schedule B specifies 1.5-inch lift of 1-inch minus crushed aggregate compacted with native base on a square feet basis. Earthwork specifications restrict compaction equipment to vibratory types with smooth drums or tamping plates not exceeding 52 inches in width, with an absolute prohibition on heavy equipment use within 300 feet of the cemetery. The project is subject to Oregon Prevailing Wage Law and Federal Davis-Bacon Act requirements, with workers compensated at the higher applicable rate. Contractors must comply with Workers' Compensation coverage requirements, employee drug testing programs, timely progress payment provisions, and Public Works Bond filing of $30,000 with the Construction Contractors Board. Liquidated damages are assessed at $150 per day for delays beyond June 30, 2026.
