About this file
This document appears to be the government's responses to questions related to a Request for Proposal (RFP) for an Indefinite Delivery Indefinite Quantity (IDIQ) contract for acquisition support and professional services. The RFP is a competitive 8(a) set-aside, and the contractor shall provide a range of services including consulting, program management, communications, strategic planning, acquisition support, and data analysis.
The key details are: the Phase I proposal due date has been extended to June 10, 2024; the government is requiring the offering Prime Contractor to provide a list of first-tier subcontractors being used to demonstrate corporate experience and past performance, but subcontracts are not required; and the corporate experience requirement for joint ventures has been revised to allow each partner to demonstrate their own experience rather than requiring the joint venture itself to have prior experience.

Contractor Teaming Arrangements
(CTA)
Regarding CTAs the RFP states: "Offerors Proposing Subcontractors to demonstrate Corporate Experience and Past Performance. First tier subcontractor is defined as a subcontractor who has a subcontract directly with the Prime Contractor/Offeror. The Offeror shall list of all first-tier subcontractors within their CTA including each companies’ legal name, Unique Entity ID, point of contacts and business size status." Is the government looking for a Prime to have both a subcontract, which would be individually with each subcontractor, and a CTA that lists each of the subcontractors and the required information that is executed by the Prime and all Subcontractors? Or Is the government looking for just 1 CTA that covers the whole team, no subcontracts are required? Or Is the government looking for just subcontracts?
The language only applies to Offerors proposing subcontractors for the purpose of demonstrating corporate experience and past performance.
The Government is requiring the Offering Prime Contractor to provide a list with company information (legal name, Unique Entity ID, point of contacts and business size status) of only the first-tier subcontractors that will be used to demonstrate Corporate Experience and Past Performance.
Pages 96 and 97 In reviewing the Q&A, the IRS made an adjustment in Factors 1 and 2 on pages 96 and 97. We believe that change should have been to “either” party to the joint venture to comply with Title 13, Chapter 1 Part 125.8(e):
When evaluating the capabilities, past performance, experience, business systems and certifications of an entity submitting an offer for a contract set aside or reserved for small business as a joint venture established pursuant to this section, a procuring activity must consider work done and qualifications held individually by each partner to the joint venture as well as any work done by the joint venture itself previously. A procuring activity may not require the protégé firm to individually meet the same evaluation or responsibility criteria as that required of other offerors generally. The partners to the joint venture in the aggregate must demonstrate the past performance, experience, business systems and certifications necessary to perform the contract.
Section L of the RFP has been revised (see bolded below) “The Prime Offeror must submit at least one (1) corporate experience project as the intended prime contractor. If a joint venture does not demonstrate corporate experience for award, corporate experience shall be demonstrated by each party/partner to the joint venture, excluding protégé firms. The Offeror shall not submit the duplicate project experiences amongst the prime and subcontractors or JV partners.”
