About this file
This file contains Questions and Answers (Q&A) for RFQ 2032H326R00016, a federal cafeteria and vending services solicitation for the Department of the Treasury's Main Treasury Building. The Q&A addresses fourteen questions submitted by prospective offerors prior to the question deadline, covering proposal submission requirements, operational procedures, and facility support.
Regarding proposal requirements, offerors must submit FAR 52.209-5 certifications outside the page limitation count, complete the provided price matrix without page limits, include vending machine information in the technical volume, and submit the pricing and menu book as part of the pricing volume rather than the technical volume. The sample Profit and Loss Statement is for informational purposes only; successful contractors must complete and submit monthly P&L statements to support invoices. For facility access, contractor employees requiring building access must submit personally identifiable information at least 48 hours before arrival through the Treasury Access Request application (TWAVES). Personal Identity Verification (PIV) card issuance may take approximately 30 days and requires background investigation, fingerprinting, and identity proofing. Acceptable identification for cleared contractors includes REAL ID-compliant driver's licenses, U.S. passports, or military identification. The Government provides internet connectivity for the POS system, covers all utilities and building infrastructure costs (water, electricity, HVAC, trash, recycling/compost), and maintains Government-Furnished Equipment except for damage caused by contractor employee improper use, vandalism, or abuse. Contractors have loading dock access but no dedicated parking; they must arrange personal parking through nearby garages or public transit. All delivery vehicles require pre-registration through TWAVES and undergo security screening at Joint Base Anacostia-Bolling, with vehicles remaining under escort to the designated loading dock. Contractors bear full responsibility for vending machine provision, maintenance, repair, stocking, and remote monitoring. Menu items and dietary accommodations (Kosher, Halal) are not required daily, though the Government encourages healthy options including lower-sodium items, fresh produce, and low-calorie beverages. Past performance information should be submitted by contractors detailing all RFP-requested information, as there is no Attachment 7 referenced in the solicitation.

The following questions regarding RFQ 2032H326R00016 were submitted prior to the question due date/time. Questions are in italics. Repeated questions are listed once. Similar/related questions are grouped together.
1) FAR 52.209-5 Certification regarding responsibility matter; Could you please clarify where this certification should be included within the proposal submission? We do not see it specifically identified in the Table L.22 RFP Page Limitation section.
Answer:
The certification is not included within the page limitation count.
2) The solicitation states the cost information shall be included only in volume IV.
However, Table L.22 references the Price Matrix indicates “no Pages” Does this mean that the Price Matrix is exempt from the number of pages, or does it indicate that the Price Matrix should not be included in the proposal?
Answer:
The price matrix should be completed and does not have its own page limitation.
Offerors should not create their own price matrix. They should utilize the one provided to submit their pricing information.
3) Vending Machine – Regarding the vending machine proposal requirements, should this information be included as part of the technical volume in accordance with table L.22 or should it be submitted under a different section of the proposal?
The vending machine information should be submitted under the technical volume.
4) Should we complete the sample income statement using our proposed operating assumptions, projected revenues, food costs as part of the proposal submission? Or is the sample income statement provided for information purposes and intended to be completed at a later stage of the process?
Answer:
The sample Profit and Loss (P&L) Statement is provided for informational purposes only. The successful contractor shall complete and submit the P&L Statement each month to support the monthly invoice for payment.
5) Badge Processing / Employee Access
Can the Government clarify the standard badge/background investigation process for contractor employees, including the required forms/documentation and the average processing timeline from submission to approval?
Answer:
Not each contractor is a Personal Identity Verification (PIV) card holder. Contractor’s access requests to the Main Treasury Building are typically managed through the Treasury Access Request application (TWAVES) for the fiscal year (FY) associated with the contract period of performance. To ensure timely processing, the Clearance Team recommends that contractors submit the required personally identifiable information (PII) at least 48 hours before their scheduled arrival.
Cleared contractors will be required to present one of the following acceptable forms of identification to Security when entering the Main Treasury Building:
REAL ID-compliant state-issued driver's license or identification card.
Valid U.S. passport.
U.S. military identification card.
If the Government determines that a contractor requires a PIV card to perform contract duties or to obtain recurring access to Treasury facilities and systems, the contractor may be sponsored to apply for a PIV card.
As part of the application process, the contractor will be required to provide information including:
• Personally Identifiable Information (PII).
• Citizenship status.
• Place of birth (Country, City, State).
• Current residential addresses.
• Responses to background investigation questions, including, but not limited to, whether the individual has ever been arrested, charged, indicted, or convicted of a criminal offense.
Following sponsorship and successful enrollment in the USAccess program, the contractor will be required to complete identity proofing, fingerprinting, and any applicable background investigation requirements.
Issuance of a PIV card is contingent upon successful completion of all required security processes, including fingerprint submission, resolution of any security-related inquiries, and favorable adjudication, as applicable. Processing times vary depending on scheduling availability and the completion of the required background investigation. Under normal circumstances, issuance of a PIV card may take approximately 30 days or longer.
6) Parking / Staff Access Will any parking support or loading/unloading access be available for cafeteria management staff, daily operating staff, or delivery coordination?
Answer:
Contractors with access to the Main Treasury Building will have access to the loading dock. No personal parking space for cafeteria staff is provided. There are multiple parking garages nearby, as well as public transit/Metro stations.
7) GFE Maintenance Responsibility Can the Government clarify whether preventive maintenance and repair/replacement costs for Government-Furnished Equipment due to normal wear and tear are the responsibility of the Government or the contractor?
Answer:
Preventive maintenance and repair/replacement costs for Government-Furnished Equipment due to normal wear and tear are the responsibility of the Government.
However, the contractor will be responsible for all equipment repair or replacement costs due to improper use, vandalism, destruction and/or abuse by its employees.
8) POS / Internet Requirements
The PWS requires POS and digital ordering capability. Will the Government provide internet/network access for the contractor’s POS and online ordering systems, or will the contractor be responsible for arranging its own connectivity? If contractor-provided connectivity is required, are there any building restrictions on wireless or hardwired installation?
Government will provide an internet line for contractor’s POS system.
9) Utility and Building Support Costs Can the Government confirm whether it covers utilities and building infrastructure costs, including water, electricity, HVAC, trash removal, recycling/compost collection, and related facility services?
Answer:
Utilities and building infrastructure costs, including water, electricity, HVAC, trash removal, recycling/compost collection, and related facility services are covered by the Department of the Treasury.
10) Delivery / Loading Dock Procedure Can the Government clarify the delivery process for food and supply vendors, including whether delivery vehicles must be pre-registered and whether vendor drivers may deliver directly to the café/kitchen area or only to the loading dock?
Answer:
All delivery vehicle access requests, whether for short-term or long-term access, shall be submitted through the Treasury Access Request application.
All delivery vehicles are required to undergo security screening at Joint Base Anacostia-Bolling (JBAB). Detailed JBAB vehicle screening procedures will be provided to the successful contractor after contract award.
Contractor drivers shall not deliver any items directly to the Vault Café or kitchen area.
Upon successful completion of the JBAB screening process, the delivery vehicle will be secured and escorted to the designated Treasury loading dock. The vehicle shall remain under escort, and the security seal shall not be broken until the vehicle has arrived at the loading dock and authorization has been provided by Government security personnel. ECRET SERVICE TRUCK SCREENING
11) Vending Machine Responsibility Can the Government clarify whether the contractor is expected to provide new vending machines or operate existing machines? Also, who is responsible for vending machine maintenance, repair, replacement, and remote monitoring costs?
Answer:
The contractor will be responsible for all aspects of the vending machines to include maintenance, repair, stocking, etc. Additionally, the contractor shall be responsible for the provision of vending machines. The Government does not own the current vending equipment but does not presume to tell any interested offeror how they should proceed with supplying vending machines to the Government in support of the PWS.
12) Required Menu Items / Dietary Requirements
Are there any specific menu items, price-point items, or certified dietary options, such as Kosher or Halal, that must be offered on a daily basis?
Answer:
The Contractor is not required to provide specific menu items or certified dietary options, such as Kosher or Halal meals, on a daily basis. However, the Government's goal is to increase the availability of healthy food and beverage options in its food service operations. Examples include menu items with lower sodium content, fresh fruits and vegetables, and low-calorie beverage options.
13) Technical volume (section 4.3.2) states that technical volume should not contain any cost or pricing information. However, section 4.3.4.5 states that contractor shall provide a complete pricing potion and menu book. Since this requirement appears in the technical volume, could you please clarify weather they should be included or submitted separately.
The pricing and menu book should be submitted as part of the pricing volume.
14) Past performance volume: the RFP instructions indicate that we should complete attachment 7. However, we have been unable to locate attachment 7 in the solicitation.
Answer:
There is no Attachment 7, that was a typo. Past Performance should be submitted from the contractor and detail all requested information from the RFP.
