Quesons and Answers: General Construcon Services MATOC for BEP Western Currency Facilies
Noce ID: 2031ZA24B00011
1. Is this project tax exempt?
Yes, per FAR 29.302(a).
2. The SF 1442 states we need an offer guarantee. If an offer guarantee is required, what percentage of the bid does it needs to be?
Please follow FAR 52.228-1, which requires the amount of the offer guarantee to be 20% of the offer submitted.
3. Will the building be occupied during construcon?
Yes.
a. If so, please clarify if the contractor is responsible for temporary HAVC.
Contractor is responsible for minimizing impact to the facility, so they need to provide temporary HVAC where necessary.
4. Does the exisng JCI Metasys system require a soware upgrade to perform the scope of work regarding the controls?
No.
5. Mechanical General Note 42 on M-001 indicates insulaon must be provided on all piping systems for chilled water, heang water, condenser water, refrigerant and condensate drain.
Please clarify if insulaon is required for steam and steam condensate return pipe.
Required for both per ASHRAE 90.1.
6. Mechanical General Note #47 on M-001 indicates to “Coordinate with contracng officer’s representave for abatement of asbestos.” Please clarify if scope of work includes asbestos abatement. If so, provide details on locaons in the building, quanes, type of insulaon being removed, asbestos report, etc.
Not included.
7. Specificaons were not provided with the drawings. Please provide the following items as they are not covered on the drawings:
a. Chilled water, heang water, steam, steam condensate return and cooling coil condensate piping systems:
i. Type of pipe material.
ii. Type of pipe insulaon and thickness.
iii. Is an insulaon jacket required? If so, what type?
iv. Type of insulaon required for thermal hanger shield inserts noted on detail
A4/M-501.
b. Supply, return, outside air and relief air ductwork:
i. Type of duct material.
ii. Required pressure class for each duct system.
iii. Is insulaon required for these duct systems? If so, what type and thickness.
c. Mechanical General Note #40 on M-001 indicates “refer to specificaons for complete requirements” regarding equipment. Please provide required air handling unit materials/construcon, fan type, coil construcon (type of metal, # of rows, fins per inch), total stac pressure, condensate pan materials, etc. as this is not covered on the schedule nor in the schedule notes on drawings M-601 and M-602.
Refer to the attached specifications.
8. Do larger air handling unit secons have to be disassembled, carrying pieces through the building to the unit locaon and reassembled? What are the maximum dimensions for an AHU secon to avoid disassemble and reassemble?
Some units may require disassembly, but they are generally delivered in sections. Contractors approach to moving the sections into place is a question of means and methods.
9. Drawing MH101 shows a new steam and steam condensate return pipe for AHU-9-1-1 & AHU- 12-1-1. However, the pipe is “waved” over what appears to be a corridor and exisng pipes are not shown in this area. Please provide the point of connecon for these new pipes.
Drawing updated.
10. Drawings MH401 thru MH405 have key notes regarding connecons to new steam coils and indicate “refer to detail B1/M-502 for valves” (ie, MH401, notes 11 & 12). However, this detail is for a cooling coil condensate P-trap which does not show valves. Please clarify.
11. Drawings MH401 thru MH406:
a. Sheet Note #3 indicates to ulize exisng controllers for monitoring space temperature and smoke detectors and new controls must include control schemacs, sequence of operaons and points lists. Key notes on these same drawings (ie, MH401 #7) indicate exisng smoke detectors and control devices are to remain in place. Furthermore, the controls diagrams on drawings M-702 thru M-707 do not indicate what is new vs exisng. Please clarify what control devices are exisng to remain/reused, which exisng control devices are to be demolished and which control devices are new.
i. Some of the new ducts are a different size than the exisng ducts. Please indicate where exisng dampers or devices need to be replaced due to ductwork replacement and size modificaons.
ii. M-702 shows a thermostat and indicates “reconnect to exisng sensor” whereas the other controls diagrams on other drawings just show the thermostat. Please clarify if exisng thermostats are to remain or be replaced. If replaced, please indicate their locaons on the drawings.
b. Are exisng point lists available for each AHU to aid in determining the extent of the controls scope of work?
Duct smoke detectors and control devices within spaces (space temperature sensors and differential pressure sensors) are to be reused. All other control devices including motorized dampers and motorized control valves are to be new.
12. Key notes on each of the enlarged floor plans regarding the CHW and HW piping indicate “Refer to detail C3/M-501 and A3/M-501 for valves” (i.e., Key Notes 5 & 6 on MH401). Detail C3 is for a unit with mulple coil secons while detail A3 is for a single coil. Each detail seems to indicate the required valves for each of the coil configuraons. Please clarify which units have mulple coils and why each detail is noted for a parcular unit.
Upon selection with multiple manufacturers, some manufacturers provide single row and some provided two row coils. Based on the contractor's selected manufacturer in compliance with the specification, single or dual coil is allowed.
13. Drawing MH401:
a. The new 44x14 duct for AHU-12-1-1 is larger than the exisng duct it is replacing for
AHU-54F. The ductwork replacement extends past a wall where the AHU is located.
i. Confirm if the scope of work includes increasing a wall opening for the new, larger duct. If so, what are the wall materials/construcon and provide details for enlarging the opening.
ii. Does the scope of work include removal/reinstallaon of ceilings in the adjacent room? If so, what type of ceilings?
Ductwork to be reconnected within the mechanical space. Adjacent space is not to be affected. Drawings updated.
b. Key Note #8 indicates to demolish the exisng heang water pipe back to main and cap open end. Will this work require shung down the enre heang water system?
Likely not the entire facility, but possibly a portion.
i. If so, does this require the work to be conducted aer normal working hours?
The Statement of Work (SOW) addresses this in general.
14. Drawing MH402: The new 44x16 duct for MAU-13-1-1 is wider than the exisng 42x33 duct it is replacing for AHU-64. The ductwork replacement extends past a wall where the AHU is located.
i. Confirm if the scope of work includes modificaons to the exisng opening (enlarging and/or filling) or if the new duct can be resized to fit the exisng opening. If wall opening modificaons are required, what are the wall materials/construcon and provide details for the modificaons.
ii. Does the scope of work include removal/reinstallaon of ceilings in the adjacent room? If so, what type of ceilings?
Ductwork through wall opening can be reused and reduced for connection to unit. Drawing updated with location of connection adjusted.
15. Drawing M502, Detail C4:
a. The notes on the enlarged floor plans indicate piping shall be replaced to the shut off valves. This detail indicates the point of connecon is on the upstream side of the bypass valve and points to the middle of the shut off valve downstream of the steam trap. Please clarify if these are exisng valves to remain or be replaced.
Detail reference to be updated to show extend of valve replacement.
16. Drawings M-601 & M-602: The schedules indicate MERV 13 filters but the notes for the schedules indicate MERV 8 pre filters with MERV 13 Main Filters. Please clarify if pre filters are required per the notes.
Where MERV 13 filters are indicated, MERV 8 pre-filters are also required.
17. Drawings M702-M707: Smoke detectors are shown to interface with DDC. Please indicate if/how the smoke detectors interface with the fire alarm system?
Duct-mounted smoke detectors must interface with the DDC system and the fire alarm system.
