About this file
This document is a list of air handler units that require replacement at the Bureau of Engraving and Printing's (BEP) Western Currency Facility (WCF) in Fort Worth, Texas as part of a larger air handler unit refurbishment project. The list identifies 24 air handler units that are nearing or have exceeded their 15-25 year expected lifespan, with issues such as rust, sensor malfunctions, drainage problems, and insulation wear. The document states that these units will be demolished and replaced with new units that match or exceed the capabilities of the current systems and can interface with the existing control system.
The related federal contract opportunity is a Multiple Award Task Order Contract (MATOC) for general construction services at the WCF, with a total small business set-aside of $45 million and a $70 million ceiling. The task order for the air handler unit refurbishment (Phase 4) will be awarded to a single offeror. Key dates include a site visit on March 18, 2024, with questions due by April 7, 2024 and offers due by April 21, 2024.

Bureau of Engraving and Printing Air Handler Unit Refurbishment – Phase 04
Refurbishment Recommendations
b. Existing Conditions
Units Requiring Replacement:
The following list of HVAC units have been deemed in need of replacement due to exceeding their useful life expectancy. Generally, units are given a life expectancy between fifteen to twenty-five years depending on the operating hours, maintenance, and environmental factors. In addition to exceeding their life expectancy, the equipment condition indicates a need for replacement of these units. The list of units is as follows:
Unit Name Location Unit Name Location
AHU-I36 Chemical Mezzanine AHU-57 Ink Mill Penthouse
AHU-I31 Chemical Mezzanine AHU-50 Ink Mill Penthouse
AHU-59F Area 12 AHU-51 Ink Mill Penthouse
AHU-58 Area 12 AHU-65 Goodwill Loading Dock
AHU-I7 Work Aisle AHU-64 Dock 12
AHU-63 Warehouse AHU-54F Area 12
AHU-60 Warehouse AHU-I19 Admin Mech Room
AHU-61 Warehouse AHU-I15 Mezz Fan Room
AHU-62 Warehouse AHU-I16 Mezz Fan Room
AHU-I4 West Penthouse AHU-I34 Mezz Fan Room
AHU-52 Ink Mill Penthouse AHU-55 Above Security
Each of these units was found to be purchased and likely installed in the mid-1990s. As such, they are likely to soon exceed their operational lifespan (if they haven’t already done so). In addition to their increasing age, a portion of these units are also experiencing other issues including rust, sensor malfunctions, drainage problems, and insulation wear on the piping and vents. This is detailed in the assessment report located in Appendix A. The required repairs to the AHUs would be extensive to restore to an acceptable operating condition that would provide efficient heating and cooling to the space; hence replacing these units is recommended. It should be noted that as of the writing of this document it is unclear the age of unit AHU-59F; it is assumed to have exceeded its life expectancy due to its visible condition and other similar units having exceeded their life expectancy.
Contractor to demolish all units listed above as delineated in the scope of work. This does not include the following units: AHU-53, AHU-56F, AHU-I22, AHU-I35, and AHU-I28, which have been flagged as new construction, previously demolished, or previously abandoned and are addressed individually below. Replacement units will match or exceed the capabilities of the currently installed systems in addition to being able to interface with the JCI Metasys control system currently in operation within the facility.
Demolished Units:
Previously demolished HVAC systems for Phase 04 of the WCF assessment include AHU- 53 and AHU-56F. The areas originally serviced by these units have been reallocated to other units causing units 53 and 56F to be unnecessary or redundant. As of the site visit on the week of May 23rd, 2022, AHU-53 has been removed and AHU-56F has been abandoned in place. In both cases, these units will not be considered for replacement or removal. No further action is deemed necessary.
