About this file

This document contains questions and responses related to Solicitation 2031ZA22B00002 from the Bureau of Engraving and Printing. The solicitation is seeking proposals for Phase 1 print tests of intaglio presses with the intent of evaluating specifications of the presses proposed for Phase 1 testing and their suitability for Phase 2 proposals. Offerors are instructed to provide a separate technical section for each optional press location describing common features as well as features available at each site in order to remain within page limitations. Proposals for Phase 1 should explain how the details of the press used for testing relate to specifications of the press potentially proposed for Phase 2 but are not intended as full press proposals. Once Phase 1 testing is complete, Phase 2 proposals must provide fully detailed proposals for the offered presses.

Questions and Responses for Solicitation 2031ZA22B00002 Phase 1:

Question: We are now looking at potential alternative sites should travel not open in time for the press tests. One problem we are having is all the presses have slightly different configurations and dates of availability. In our response, how would you like us to describe this? Should we list all the common features and then list those features available for each optional location or would it be better to make completely separate proposals for each option to ensure each is with the page limitation?

BEP Response: Should we list all the common features and then list those features available for each optional location? Yes. Please provide a separate technical section for each of your options. The technical page limitation will be applicable for each technical section.

Question: Also, we are slightly confused about the proposal format. Are we to propose the phase 1 tests only (features available to test and how the test will be run) or are you expecting a complete proposal for the press with the test plan attached. My understanding is the former with the detailed press proposal will be submitted in phase 2.

BEP Response: You should explain the details included in the press you are utilizing and how that relates to the press you are going to potentially be proposing in Phase 2. This is not a proposal for the final press.

The intent is for the BEP to ascertain the specifications of the press you intend to use for the Phase 1 print trial to determine that the machine being utilized is close enough in specification to our press requirements, and to the press you will be potentially proposing in Phase 2. The intent is these elements will enable the BEP to provide an accurate technical assessment of the printing results to be utilized in Phase II. Once Phase I print trial is completed, for Phase II you will then need to provide a fully detailed proposal on your offered presses.
