The inspection system testing will highlight capabilities and limitations for each system. Discussions with the vendor are required (and demonstrations if possible) of what specific data is transferable to a network database and the architecture required. The vendor to provide clarity can provide a data dictionary if possible. The BEP and vendor will set and record the inspection criteria for all tests. This setup will include establishing regions of inspection and criteria for pass/warning/ fail. The vendor be supplied a banknote inspection region map that is typical of the BEP quality standard and inspection systems configuration. The supplied region map will be used at the BEP Currency Inspection System (CIS). The BEP requests that the vendor inspection system be configured to match the supplied region map which will improve the print quality evaluation accuracy at the BEP.
During the testing of the equipment BEP will summarize:
1. Can the same regions of interest be established on the vendor’s inspection system?
2. Are there any additional regions of interest that can be established on thevendor’s system?
3. Can the established regions be inspected the same way (pros and cons for eachsimilar region)?
4. Once the inspection system is set up and print quality is achieved analysis of false rejects and accepts will be conducted with the following methodology:
· Up to 500 sheets will be manually removed by BEP SMEs from the inspection reject bin during the press run. This will be performed in small batches throughout the press run with coordination from the vendor’s inspection operator.
· Images of these reject sheets must be captured by the inspection system.
· A method of routing the reject sheet image back through the inspection system and applying the same image analysis as live sheets must be provided.
· The result of the re-run sheet image will be compared with the same live sheet and a determination will be made if the reject was caused by tuning or if the sheet was falsely rejected.
5. Comparison of overall system capabilities.
6. Analysis of system compatibility with existing BEP process.
7. Optically Variable Thread (OVT) inspection capability to include OVT register and the ability to inspect printed areas of the sheet within the lateral and horizontal tolerance area of the OVT. Inspection of OVT graphics is not a requirement but will be considered by the BEP if demonstrated.
8. Optically variable ink inspection capability with respect to reflectivity of the surface finish not color shift
3.21 Print Performance
3.21.1 Print Stability
The following parameters will be measured against BEP target printed sheets. The BEP methodology used for establishing and identifying target print quality includes several quantitative measurements of ink density, registration, magnetic properties when applicable, and digital inspection. SME visual inspection is also in input. Identification of target print is obtained during a press run using the BEP binary marking system. Appendix A is a diagram that locates the print phase position along the load edge and the three marked colors used to identify press and inspection status.
· Blue = Target print and registration
· Green = Normal acceptable process variation
· Red = Inspection system rejected sheets and/or human handled wet sheets For the purposes of the field portion of the testing, SME comparison of current printed sheets to BEP supplied target printed sheets will be the primary evaluation method used to validate that the vendor has reached target print. This will be done through the use of a portable digiscope and handheld loupes with and without reticles.
Print stability will also be evaluated to determining how quickly a press reaches target print quality after stops (short or long duration). The following tests will be included:
· # of sheets required to reach target print quality after a press stop. This will be evaluated by looking at the printed sheet and also at smear sheets.
· How consistent is the print quality through all phases of stops, starts, speed changes, and other adjustments? What system does the press have to maintain consistency and what were the settings?
· How quickly does the press recover following a randomly generated series of press on (in production) and press stop cycles.
3.21.2 Back Intaglio Print Quality
A comparative analysis of back print quality will be conducted by the team. This analysis will be subjective in nature during the time of the trial printing, but the team will also provide more quantitative measures (as applicable) when the sheets are returned to the BEP.
Target sheets will be extracted from the print trial at the BEP. These sheets will serve for the comparative analysis of each of the intaglio features.
During the print trial, the BEP and vendor will use the inspection system in conjunction with Subject Matter Expert (SME) comparative analysis of BEP target exemplars to identify all printed loads in the production portion of the test using the BEP binary marking system.
Additionally, some or all of the loads will be marked using a method that identifies where the sheet is placed in the delivery stacker sub piles. This marking will be used at the BEP to quantify areas in the sub-piles that setoff may be occurring. When the sheets are returned to the BEP, the marking applied in the field will assist the BEP in conducting a quantitative measurement using the same criteria that was employed to create the target sheet exemplars. The same system calibration, reference image, and tuning will be used to evaluate BEP baseline sheets, and all vendor production run sheets. Detailed CIS inspection and registration measurement data will be part of the print trial evaluation.
Particular focus will be paid to the following areas:
· Fine lines
· Picking in the vignette
· Complex IR Printed pattern
· Setoff – Back to face will be evaluated during face printing
· Stacking – How well is the work stacking at the delivery piles
3.21.3 Face Intaglio Print Quality
A comparative analysis of face print quality will be conducted by the team. This analysis will be subjective in nature during the time of the trial printing, but the team will also include some objective measures (if applicable) upon our return to the BEP.
Target sheets will be extracted from the print trial at the BEP. These sheets will serve for the comparative analysis of each of the intaglio features. Based on the results of the printing this section may be updated to include additional areas of focus for the vendor’s analysis. During the print trial, the BEP and vendor will use the inspection system in conjunction with SME comparative analysis of BEP target exemplars to identify all printed loads in the production portion of the test using the BEP binary marking system. Detailed CIS inspection and registration measurement data will be an evaluation factor.
Particular focus will be paid to the following areas positive and negative microprint
· Multicolor Intaglio
· Titles in the border
· “25” counters
· Raised Tactile feature
· Latent Image
· Ink contamination
· Setoff – Face to back will be evaluated upon return to the BEP
· Stacking – How well is the work stacking at the delivery piles
