About this file
This document is a Questions and Answers (Q&A) file for a Request for Proposal (RFP) for the Appian Platform and Product Support (APPS) contract solicitation number 2031JW25R00004, issued by the Office of the Comptroller of the Currency (OCC). The RFP seeks a contractor to provide comprehensive Appian platform and product support services, including system administration, development, maintenance, and support for various OCC applications such as the Examiner Portal (ExPo) and other existing systems.
Key details include a five-year ordering period with a maximum ceiling of $99 million, with the current incumbent being REI Systems. The contract is a recompete of an existing requirement with an expanded scope. The solicitation covers multiple task orders, with the first focusing on existing product development and the second on a new Strategy module to replace the legacy Strategy Automation Tool. Proposers must submit six volumes, including technical approach, experience, key personnel, past performance, and pricing. The OCC emphasizes prioritizing operations over compliance and business investment, with an anticipated development of 1-2 new products annually. The proposal submission deadline is extended to November 6, 2025, and the government will consider subcontractor experience in evaluation.

Description of Change
25 What level of automation is expected in testing? Are there strict requirements around automated testing being complete as part of the Definition of Done for a user story?
IDIQ PWS Annex B, 1.1.3, Page 7 There are no strict blanket requirements that 100% of testing must be automated as part of the
Definition of Done (DoD) for every user story. For user stories where automated testing is not practical
(e.g., complex UI flows requiring frequent design adjustments, one-time configuration, or exploratory scenarios), we employ structured manual testing to ensure thorough validation while maintaining delivery velocity.
26 For Estimated Baseline Story Point Capacity, do you expect velocity (and capacity) to remain fixed or evolve over time?
IDIQ PWS Annex B, 1.1.4, Page 8 Velocity can evolve depending on the capacity and scope of work to be done.
No
27 Can the OCC provide a sample of the Agile Heat Map with an explanation of the scoring method and weighting?

Appian is at an early-to-intermediate stage. The OCC uses the following toolsets: Appian Compare and Deploy for code promotion between lower environments, Azure DevOps for code repository and baselines, and
Azure DevOps for SDLC work item ticketing. The Contractor is expected to use the existing OCC enterprise tools.
No
37 Should offerors consider the "Estimated Baseline Story
Point Capacity" table in PWS Annex B as the required basis for their level of effort and staffing calculations for the Sample Task 1 price proposal?
PWS, Annex B "Estimated Baseline Story Point
Capacity" in PWS Annex B is meant only as a guide to help Offerors provide a response to the RFP that demonstrates the Offeror's capability to meet or exceed the government's expectations.
No
38 If new labor categories are proposed and accepted for an initial task order, what is the process for modifying the IDIQ contract to include them for future orders?
General See RFP section 1.2 Contract Line-

41 How many concurrent users and what's the expected data volume?
The new Examiner Portal Online
(ExPo) product will be accessible by all OCC employes (~3,500) with
Supervision employees (~3,000) being the core users. The concurrent user metrics for the existing systems supporting the Supervision business process is in the hundreds but will be shared further post award.
No
42 What's the current database schema complexity for migration planning?
OCC currently uses SQL databases for the transactional backend relational database for all OCC
Appian products. The complexity of a database depends on the size, scope, and requirements of the Product it supports. Generally, Appian SQL database structure includes tables, views, functions, indexes, temporal tables, SIS packages for nightly jobs, and replication. Please note that administration of the Appian database is supported by the OCC’s DBA team.
The scope of this contract includes database development to support
Appian application development.

Description of Change
43 Which specific OCC systems need integration
(mentioned: "disparate data systems")? Are APIs documented?
The section being referenced is related to the modernization of the
OCC’s multiple Supervision systems
(.Net/Custom applications), into one streamlined solution called ExPo.
Some of the OCC systems that ExPo will be integrated with are:
1. OCC’s enterprise DM/RM
SharePoint/Purview platform
2. SailPoint – User
Authentication & Provisioning
3. Active Directory
4. OCC’s Enterprise Information
Repository/data warehouse
5. Legacy Supervision systems
(.Net custom solutions)
APIs are documented in the Azure
DevOps tool.
No
44 Template Generation Logic: What are the specific business rules for "system generated templates"?
Template generation is generally driven based off of structured data collected on an Appian web interface, which is then used to populate a static template. There may be dynamic generation of content within the system generated template based on specific business rules (e.g., display certain text within a document depending on metadata for a record)
No
45 What specific attributes drive template generation? This depends on the business unit requirements for a specific template.
For example, the type of institution
(National Bank, Federal Savings
Association, Foreign Bank Branch) may drive what is displayed within a system generated template.
Text?
Description of Change
46 How are activities prioritized and selected based on institution/ISU attributes?
This is driven based on business rules, regulations, and supervision policies.
No
47 Offerors may have experience related to innovation across a variety of sectors and scope relevant to OCC and its mission. Can the Government confirm that experiences performed beyond regulatory agencies would be scored the same so that vendors can showcase breadth of capabilities and market trends they can bring to OCC?
RFP, p.66 EIPS No; per RFP Section 4.5.2.: “Work performed in a financial regulatory setting (for the OCC, the SEC, the
Federal Reserve Board, the FDIC, etc.) may be evaluated more favorably.”
No
48 Can the Government detail the proportion of work in
TO1 across operations, minor enhancements and major enhancements?
Attachment 4: Technical & Management (TO1) Given the nature of existing systems, operations and minor enhancements typically constitute the majority of the workload, with major enhancements representing a smaller proportion.
49 Given vendors may propose different internal roles to each LCAT in the pricing sheet making it difficult to compare retention rate for each LCAT. In order for
OCC to be able to use similar information from the vendors to compare retention rates, would the government consider use of average retention rate across each vendor's Appian Practice? If the
Government is amenable to that, would the
Government confirm if the average retention rate for the last one year is acceptable?
Attachment 7: Resource Information Template, Technical &
Management (IDIQ)
We request a retention rate over the last 6 months.
No
50 Can the government confirm that offeror's may provide more than 3 EIPS references as part of our EIPS response as long as they stay within the same total page count?
RFP, p.61-62, EIPS No; the Offeror is required to submit exactly three (3).
No
51 Will the government allow Attachment 7 to be submitted directly to the CO in a password protected file to protect personal Identifiable Information (PII)?
Attachment 7: Resource Information Template, Technical &
Management (IDIQ)
Yes, attachment 7 will need to be encrypted and password protected.
Upon proposal submission the password should be emailed separately to POC listed on page 3 of the RFP.

(Organizational Conflict of Interest)? Specifically, can the Government clarify to which programs or activities restrictions apply?
RFP, p.25 1052.209-8000 ORGANIZATIONAL CONFLICT OF
INTEREST (b), paragraph 6 (c) "
The name of the eventual awardee will replace TBD.
No
53 Can the Government update Attachment 2, the Pricing
Spreadsheet, to include columns for vendors to provide discount % and discounted TO1 rates?"
RFP, Volume V – Price
No, the fact that an Offeror is providing a discount off of its normal rates/prices means nothing in the context of comparison with the rates/prices of other offerors.
Offerors should submit their best pricing up front.
No
54 The Sample TO 1 Period of Performance is stated to be
June 1, 2026 - May 31, 2027. The IDIQ Period of
Performance has not been declared. Please confirm offerors shall use the IDIQ Base Period rates to price the Sample TO 1.
Attachment 2: Pricing Sheet, Volume V – Price
Use year one IDIQ rates to price
Sample Task order 1. The IDIQ will have a straight five-year ordering period (no option years).
Yes Updated RFP Section 4.3.5 to use year 1 IDIQ rates for
Sample TO1.
55 Would the Government confirm TO 1 should be priced using Contractor Site rates due to the uncertainty of whether the work will be performed on-site or off site?
This will provide clarity in pricing and comparison of price from different vendors.
Attachment 2: Pricing Sheet, Volume V – Price Offerors must use the higher of the two rates for each labor category.
This may mean some labor categories will be Government site rates and others will be Contractor site rates depending on which is more expensive for each labor category.
Yes RFP Section 4.3.5. updated to clarify.
Text?
Description of Change
56 For the sample Task Order-2, could the Government provide a backlog of current user stories?
Attachment 5: Technical & Management (TO2) We recognize that having detailed backlog stories can be helpful;
however, the nature of agile development means that backlog items will continue to evolve in collaboration with the selected vendor to align with stakeholder priorities.
The enclosures include backlog stories for the Appian operational products should serve as representative indicators of the types of Appian development anticipated.
See sample listing of backlog items in enclosures 31 and 32.
Yes RFP updated to include enclosures # 31 and 32.

Yes RFP updated to include enclosures #34.
58 Can the Government confirm that tables and call out boxes can be presented in a font similar in size (or larger) and type to 10-point Times New Roman or Arial font?
RFP, p.58-64 As long as page limits are not exceeded, this is fine.
No
59 Can the Government confirm if FAR clauses 52.209-7
(Information Regarding Responsibility Matters, OCT
2018) and 52.229-11 (Tax on Certain Foreign
Procurements - Notice and Representation, June 2020) should be completed as part of the Volume VI fill -in requirements?
